Open Government’s Inclusive Communication Campaign

The design and development of the different formats to be used for the online communication strategy (such as banner, button, infographics, graphic and text ads for social networks and search engines or others), in Spanish and the different co-official languages of the Spanish State, including the realization of different banner formats for the web and social networks of the Ministry of Finance and Public Function (MHFP).

This contract has been awarded to the company QUALITY MEDIA PRODUCCIONES S.L. All the creative material has already been approved.
Likewise, in the tender document of the contract based on the Framework Agreement 50/2020 for the provision of the services of Purchase of spaces in the media And other advertising media for the dissemination of the institutional advertising campaign called “Open Government Inclusive Communication Plan”, it has been established that the media agency will make a media combination proposal that obtains the maximum possible coverage and diffusion, with the percentage distribution by media that it considers that it obtains the maximum possible coverage and diffusion according to the available budget, entering the investment in digital media, which will have a weight of 45% in digital media in the distribution proposal.
This contract has been awarded to the company MEDIASAPIENS. The campaign was broadcast between November 2022 and October 2023.
Due to the holding of autonomous and municipal elections in May 2023, as well as general elections in July of the same year, as a result of the electoral silence, the campaign was not disseminated during the periods between April 3 and May 28, nor from May 31 to July 23.
Currently, only the closure is pending.
The centralized contract for ex post evaluation of the effectiveness of the institutional advertising campaign, awarded to the company Memorándum Multimedia, has also been mentioned.

It has been published in the Portal of the Transparency of the Open Government Guides For primary, secondary and baccalaureate education in easy reading in Spanish.

Finally, in the Open Government Section of the Transparency Portal, a subsection has been opened with the Open Administration Cycle, whose purpose is to develop awareness and training actions, in order to improve the conditions for the exercise of democratic citizenship, thus contributing to Sustainable Development Goal 16 of the 2030 Agenda, and to advance in the construction of a fair, peaceful and inclusive society.
The objectives of this Cycle are to inform, sensitize and sensitize citizens about their right of access to public information and participation in public affairs, promoting more active civic behavior. To do this, a free content program, in digital audio and video format, which will be broadcast periodically live through the Youtube channel "Transparency Portal - Spain", and which can be heard on the main podcast platforms (Spreaker, iVoox and Spotify).

Collaboration agreement between the General Administration of the State and the Third Sector Platform for Inclusive Communication of Open Government
The Agreement, signed on November 30, 2021, includes a series of commitments in the field of online communication such as the opening on the Platform’s website of an open government section. This action has already been carried out and the section can be consulted in the following link: http://www.plataformatercersector.es/es/gobierno-abierto
This section, called Open Government for all people, disseminates the values of Open Government as well as the actions that are being developed in implementation of the Convention. These activities are also disseminated on the website of the organizing Third Sector Entity.
Some of the activities agreed as part of the Work Plan agreed by the Convention Follow-up Commission will be carried out in on-line or mixed format.
