It is the responsibility of the Ministry of Foreign Affairs, European Union and Cooperation, in accordance with the Government ' s guidelines and in application of the principle of unity of action abroad, to plan, direct, implement and evaluate the State ' s foreign policy and international cooperation policy for development, with particular attention to those related to the European Union and Latin America, and to coordinate and supervise all the actions carried out in those areas, in execution of their respective competencies, by the other Departments and Public Administrations.
It is also responsible for promoting international economic, cultural and scientific relations; participating, in its own sphere of action, in the proposal and implementation of immigration and alien policies; promoting cross-border and interterritorial cooperation; protecting Spaniards abroad; and preparing, negotiating and processing the International Treaties to which Spain is a party.
