The Ministry of Territorial Policy and Public Service is the department of the General Administration of the State responsible for proposing and implementing the Government ' s policy on relations and cooperation with the Autonomous Communities and the entities that make up the Local Administration and those related to the territorial organization of the State; as well as relations with the Government ' s Delegations and Subdelegations and support for their management.
It is also responsible for the proposal and implementation of the Government ' s policy on public service, public employment and training of public employees; governance and organization of the General State Administration; procedures and inspection of services; transparency and open government; and the development and monitoring of programmes for the improvement of public management and the quality of services.
He is also responsible for the policy of Digital Administration, as well as the coordination of the process of rationalization of information and communication technologies in the field of the General Administration of the State and its Public Agencies, and the promotion of electronic administration through the shared provision of the Common Service of Information and Communication Systems; it is also responsible for establishing the necessary provisions and guidelines for its operation.
