Ministry of Inclusion, Social Security and Migration

1. The direction and guardianship of the management entities and common services of the Social Security, attached to the Department, without prejudice to the competences attributed to other Ministries and to other units of the Department.
2. The promotion and direction of the legal management of the social security and pension system.
3. The promotion and direction of economic and financial planning and analysis of the social security and pension system.
4. The direction and coordination of the management of financial resources and social security and pension expenses.
5. The planning and supervision of the management exercised by the collaborating entities of Social Security.
6. The guardianship, superior direction and coordination of the legal assistance of the management entities and common services of the Social Security.
7. To propose and support, in the performance of its functions, the Data Protection Delegate of the State Secretariat for Social Security and Pensions.
8. Any other competence that, legally or by regulation, is attributed to you.

Elaborate and develop the Government’s policy on foreigners, immigration and emigration.

1. The design, promotion and evaluation of policies that aim to help the incorporation and participation in society, in equal opportunities, of the most disadvantaged groups, as well as actions aimed at promoting the effectiveness of benefits and the sustainability of the Social Security system without prejudice to the competences of the other organs of the Department.
2. The promotion, elaboration, coordination and follow-up of policies, strategies, plans and action programmes in the field of inclusion, in cooperation with other ministerial departments within the scope of their respective competences in the field of social affairs and, in particular, with the Ministry of Social Rights and Agenda 2030.
3. The definition of inclusion objectives and development of a system of indicators with which to carry out the measurement, monitoring and evaluation of the inclusion objectives.
4. The analysis, evaluation and realization of projections aimed at ensuring the financial sustainability of the Social Security system and the efficiency and adequacy of its benefits.
5. The coordination of the economic aspects of the reports of the normative impact analysis at the Department level.
6. Support and advice in the elaboration, analysis and, where appropriate, dissemination of any statistical activity to the different units of the Ministry of Inclusion, Social Security and Migration in the field of competences.
7. Coordination of the Department’s representation to multilateral agencies and support in the preparation of studies and reports that the relationship with these multilateral agencies requires.

1. The ordinary representation of the Ministry.
2. The direction, promotion and general coordination of the common services of the department and the exercise of the competences corresponding to these common services.
3. Technical support and advice to the Department ' s head in drawing up and approving the Department ' s action plans, as well as in monitoring the effectiveness of the Ministry and its subordinate agencies.
4. The study of the different organizational elements of the Department and the direction and realization of the organizational projects of ministerial scope.
5. The direction, promotion, coordination and supervision of the technical-legal foundation related to the participation of the Department in the collegiate bodies of the Government and in those of collaboration and support to the Government.
6. The development of the Department ' s policy plans, the promotion, coordination, support and monitoring of the Department ' s general policy development activities and the reporting of draft standards by other Ministries, coordinating the actions within the Ministry and with the other departments involved in the procedure.
7. The coordination of the Department’s action abroad, international cooperation, without prejudice to the competences of the Ministry of Foreign Affairs, European Union and Cooperation, and the coordination, through the Technical General Secretariat, of the Departments of Labour, Migration and Social Security, abroad, within the scope of the Department’s competences and without prejudice to the proper coordination with the Ministry of Labour and Social Economy and the competence of Spanish Embassies or Diplomatic Missions abroad and the direct dependence of the persons holding them with respect to the Head of Diplomatic Mission.
