1. The system of financing the autonomous communities and cities with autonomous status, as well as the assessment of the effective costs of the services that are transferred, the indebtedness of the autonomous communities and the application of the budgetary stability regulations in the scope of them.
2. The financial system of the entities that make up the local administration, the indebtedness of the local entities and the application of the budgetary stability regulations in the field of them.
3. Collaboration between the State, regional and local administrations and the action of the bodies established for this purpose, especially in the Fiscal and Financial Policy Council, and in the National Commission of Local Administration.
4. The functions of reports and authorizations legally attributed in the regulations of local regime to the competent organ of the General Administration of the State in matters of local farms in jobs reserved to local administration official personnel with national qualification.
5. The issuing of the necessary instructions or resolutions in order to provide greater collaboration, cooperation and coordination between governing bodies, entities and bodies dependent on or linked to the Secretariat of State, particularly in the field of Tax Administration, and especially in the field of data transfer and access to information, optimization of human, technical, computer and material resources as well as for the achievement of precise synergies for the greater effectiveness of the principle of good administration, all without prejudice to their respective competences.
6. In terms of gambling, the analysis and definition of the global tax policy, the proposal, elaboration and interpretation of the tax regime and the management and settlement of the taxes derived from the administrative management of gambling.

1. The State Secretariat for Budgets and Expenditure, under the superior direction of the head of the Ministry of Finance, directs and coordinates the actions relating to the planning, programming and budgeting of the state public sector and its personnel costs, the design, planning, coordination and monitoring of the actions relating to European funds and their financing, in particular, the management of the funds intended for regional economic policy, the policy of regional incentives and the monitoring and management of the Spanish participation in the European Union budget.

2. The Secretary of State for Budgets and Expenditures is responsible for formulating the proposal of the budgetary stability objectives and the limit of non-financial spending of the State. It will monitor compliance with the objectives of budgetary stability, public debt and spending rule for the entire public sector and propose the adoption of measures aimed at correcting any deviations that may occur.

3. It is the responsibility of the management centers of the Secretary of State for Budgets and Expenses, as well as their dependent or linked entities or agencies, responsible for the economic-financial information that corresponds to provide the Ministry of Finance in compliance with the provisions of Organic Law 2/2012, of April 27, its development regulations, the regulations of the European Union and the rest of the economic-financial regulations that is applicable, to send this information for the purpose of its publication to the Economic and Financial Information Center of the Public Administrations in the terms provided by the regulations.

1. The legal regime of the public service, as well as the management of the regime of incompatibilities and conflicts of interest of the people who are part of the Government, senior officials and personnel in the service of the General Administration of the State, its public agencies and the State public sector.
2. The system of remuneration of the public service, in coordination with the State Secretariat for Budgets and Expenses.
3. The coordination of personnel policy between the General Administration of the State, the administrations of the autonomous communities and the cities of Ceuta and Melilla, and local entities.
4. The functions of the General Administration of the State in matters of local public service.
5. The management of talent in the General State Administration and the call for selective tests for access or integration in the bodies and scales of an interdepartmental nature attached to the Secretary of State for Public Service.
6. Relations with trade union organizations in the field of the General State Administration; coordination of agreements and covenants in relation to the collective negotiation of public employees and employees of the General State Administration derived from the negotiation tables of civil and labour personnel.
7. The promotion of proposals for the reform of the Public Administration, taking into account, in particular, the initiatives proposed by the organs, entities, agencies, sectoral organizations and any other public or private associations or entities.
8. The rationalization and modernization of the organizational structures of the General State Administration and its procedures, as well as the inspection of the services of that administration and the public agencies linked or dependent to it.
9. Preparation of general draft provisions on organization and procedure. Those rules that affect the performance and operation of the public sector by electronic means will be prepared and processed jointly with the Ministry of Economic Affairs and Digital Transformation.
10. The policy of reducing administrative burdens and simplifying and improving administrative procedures and the quality of public services, within the scope of the General State Administration.
11. The promotion of programs of attention to citizenship and the management of the Transparency Portal of the General Administration of the State.
12. The promotion, coordination and follow-up of open government plans, in initiatives aimed at the development of the principles of transparency, citizen participation, accountability and collaboration.
13. The coordination of the information units of the General State Administration provided for in article 21 of Law 19/2013, of 9 December, on transparency, access to public information and good governance, as well as issuing indications for the dynamization and promotion of the right of access.
14. The training of public employees and employees.
15. The regime of administrative mutualism of civil official personnel of the State.
16. The coordination and promotion of matters of an international nature that occur within the scope of the Secretariat of State, without prejudice to the functions that correspond to the Ministry of Foreign Affairs, European Union and Cooperation.
17. Relations with the profession qualified as an administrative manager.

The Office of the Under-Secretary of Finance and Public Service will be responsible for carrying out the functions listed in article 63 of Law 40/2015, of 1 October, on the Legal Regime of the Public Sector, and the direction, promotion and supervision of the governing bodies, the directly dependent units and the bodies attached.

As the governing body directly attached to the head of the Ministry, the head of the Office of the Under-Secretary for Finance and the Civil Service shall be responsible for the overall direction, promotion and coordination of the common services of the Department and the Ministries of Finance abroad, the exercise of the powers corresponding to those common services, as well as assistance to the head of the Ministry in the preparation and approval of the action plans of the Department and the public agencies attached.

In particular, the following functions are assigned to the Under-Secretariat:

1. The preparation of the ministry’s annual budget proposal and the coordination of those corresponding to its affiliated public agencies, as well as the monitoring of the budget execution and, where appropriate, the processing of its modifications.
2. The direction, promotion and coordination of the actions related to the participation of the department in the collegiate bodies of the Government and in those of collaboration and support to the Government.
3. Administrative relations with the public bodies attached to the Ministry through the Undersecretariat.
4. The direction, drive and coordination of e-government in the department.
5. The functions relating to the development, maintenance and management of the information systems of the common services of the Ministry, of the departmental centre of attention to users and the management, where appropriate, of internal communications networks.
6. The management and administration of the human resources of the department and relations with trade union organizations and staff representative entities, as well as the establishment of personnel training plans and management of social action and occupational risk prevention programs.
7. The management of the material resources of the department, the general register of the ministry, as well as the technical, security, reprography and, in general, internal services.
8. The procurement of physical assets and the contracting of services, as well as the planning, coordination, preparation and management of construction projects; the processing of construction contracts and the maintenance and maintenance of the buildings of the central services of the department; the maintenance of the inventory of buildings related to the department, the treasury management of the budgetary appropriations of the common services.
9. The financial management of the budgetary appropriations of the common services, as well as of the other budgetary services in the terms established in the corresponding Order of delegation of competences, as well as the processing of the files of lease of real estate whose management corresponds to the Undersecretariat of the Department, both of the central services and of the different Delegations of Economy and Finance.
10. The coordination of the different Delegations of Economy and Finance in the management of their resources and the exercise of their functions.
11. Assist the head of the Ministry in monitoring the effectiveness of the Ministry and its public agencies.
12. Determine the actions required for the improvement of planning, management and organizational systems and for the rationalization and simplification of procedures and working methods at the departmental level.
13. The coordination of the different pay boxes of the department through the central unit.
14. The management of the collection of non-tax and non-customs public resources.
15. The functions of the Ministry of Finance and Public Service in relation to the Fund to Support the Solvency of Strategic Companies, which are not attributed to other bodies.
16. The liquidation of the extinguished Patrons of Houses of Civil Servants of the State and the functions and tasks that Decree 1555/1959, of September 12, and the subsequent provisions attributed to the Liquidating Commission of Organisms.
