The Ministry of Housing and Urban Agenda is the Department of the General Administration of the State responsible for the proposal and implementation of the Government's policy on housing, urban agenda, quality of building and land, as well as the other competences and powers conferred on it by the legal system.
The competences attributed in this royal decree shall be understood in coordination and without prejudice to those that correspond to other ministerial departments.
Secretary of State for Housing and Urban Agenda is the body directly responsible, under the direction of the Department’s owner, for the definition, proposal and execution of the Government’s policy regarding access to housing, land and architecture, innovation, quality and sustainability of building and sustainable urban development policies that implement the 2030 Agenda and international Urban Agendas at the state level.
The State Secretariat of Housing and Urban Agenda exercises, with respect to the units dependent on it, the powers provided for in article 62 of Law 40/2015, of 1 October, on the Legal Regime of the Public Sector.
In particular, it competes
The design and implementation of the state policy on access to housing.
The formulation, review and follow-up of strategic planning for the rehabilitation of the built park.
The diffusion, promotion and research of architecture.
The promotion of sustainability, innovation and quality in urban policies and building.
The exercise of state competences in the field of building, in particular the development of basic building regulations.
The execution of projects and actions of architectural interest.
The functions that, in relation to the funds intended to finance works of conservation or enrichment of the Spanish historical heritage, correspond to the Ministry of Housing and Urban Agenda.
The regulation of the land regime and the valuations and basic conditions that guarantee the equality of all Spaniards in access to housing.
The exercise of state competences with urban impact.
Information and design of urban policies within the scope of state competences.
The follow-up of the actions related to the Spanish Urban Agenda, as well as the impulse for its implementation.
Knowledge and participation in the processes of integration of transport infrastructures of general interest in urban areas and the coordination of the urban processes and instruments necessary for their planning and implementation, excluding airports of general interest, ports and railway and road infrastructures and without prejudice to the competences that correspond to the Ministry of Transport and Sustainable Mobility.
The coordination with the territorial administrations of actions in the field of urbanism and promotion of public land in cities, promoting and coordinating the implementation of the agreements.
The representation of the Ministry of Housing and Urban Agenda in international and European Union bodies related to the implementation of the 2030 Agenda and the International Urban Agendas, housing, building, architecture and urban policies and land, without prejudice to the competences of other bodies of the Department.

In particular, the Secretary of State is responsible for:
The coordination of the exercise of the competences of the directorates-general dependent on the General Secretariat, and the proposal and formulation of their objectives, strategies and action plans.
Monitoring the implementation of investment projects of directorates-general and units dependent on the General Secretariat in order to achieve the objectives set.
The strategic direction, evaluation and monitoring of the results of the activity of the directorates-general, as well as the supervision of the multiannual action programmes and management.
Assistance to the Secretary of State in the representation of the Ministry of Housing and Urban Agenda in international and European Union bodies related to the implementation of the 2030 Agenda and the International Urban Agendas, housing, building, architecture and urban policies and land, without prejudice to the competences of other bodies of the Department.
The coordination of all the work of development, implementation, dissemination, monitoring and evaluation of the Spanish Urban Agenda, as well as its alignment with the Action Plan of the Government of Spain for the 2030 Agenda and its relationship with the rest of the International Urban Agendas. The coordination and promotion of the works for the promotion of innovation, research and quality of the building that promote the development of sustainability and its digitalization.
Collaboration and advice in the field of the competences of the General Secretariat of Urban Agenda, Housing and Architecture in the technical evaluation of urban development actions that have public funding, in coordination with the departments competent in the matter, with special attention to European funds for its possible reorientation in compliance with the strategic objectives of the Spanish Urban Agenda.
The coordination of the preparation of the preliminary draft budget of the directorates-general and governing bodies under their responsibility, without prejudice to the powers of the Under-Secretariat or other higher or governing bodies of the Department.
The direction, promotion and coordination of the actions related to the participation of the Department in the collegiate bodies of the Government and in those of collaboration and support to the Government.
The coordination and follow-up of international relations in matters within the competence of the Under-Secretariat, and its representation in international institutions, especially the European Union, in collaboration with the Ministry of Foreign Affairs, European Union and Cooperation, without prejudice to the competences of the Department ' s senior and governing bodies.
The responsibility for providing legal advice to the person in charge of the Ministry in the performance of his/her duties and, in particular, in the exercise of his/her regulatory authority and in the production of administrative acts falling within the competence of the Ministry, as well as to the other bodies of the Ministry.
The monitoring of investment programs and the analysis of the contractual activity of the Department and its dependent entities in territorialized detail.
The functions attributed to the internal control unit by the Anti-Fraud Measures Plan of the Recovery, Transformation and Resilience Plan within the scope of the Ministry.
The follow-up, coordination and formulation of the proposed action plan to correct irregularities, deficiencies, uncertainties and limitations that may be evidenced in the audits and financial controls carried out to the Department and its dependent entities by the General Intervention of the State Administration, in accordance with the provisions of article 161 of Law 47/2003, of November 26, General Budget.
Monitoring of the economic, financial and budgetary activity of the Department and of the agencies and entities dependent on the Ministry of Housing and Urban Agenda.
The economic and budgetary evaluation of plans and programs in the scope of action of the Department.
The preparation of reports of an economic and financial nature on matters falling within the competence of the Department.
The programming and elaboration of general statistics describing the activity of the Department, as well as the coordination and, where appropriate, elaboration of the statistical operations assigned to the Department in the National Statistical Plan, representing the Department in the interministerial bodies and commissions in the field of statistics.
The preparation of the preliminary draft budget of the Department, the coordination of the preparation of the budgets of its dependent entities and the transmission of all of them to the Ministry of Finance, in the manner established for that purpose.
The report and processing of the budgetary modification files of the Department and its dependent entities.
The report and the provision of technical assistance in budgetary matters, as well as the other functions entrusted to the Budget Office by Royal Decree 2855/1979, of 21 December, creating Budget Offices.
The coordination of the elaboration and updating of the Strategic Plan of Subsidies in accordance with the provisions of the current regulations.
n) The monitoring of the contributions to be made by the entities dependent on the Department for the financing of the works of conservation or enrichment of the Spanish Historical Heritage, as well as the preparation of any reports requested by the Ministry of Culture.
The financial and treasury management of the Department; the contracting corresponding to the common services, the management of the Contracting Portal and any other financial and contracting competence not attributed to other bodies of the Ministry.
The management of the granting of aid within the scope of competences of the Ministry from the appropriations entered in budget service 01.
The development of management in the Department of the internal regime, security, heritage, works and technical maintenance services, the equipment of the units, as well as the planning and monitoring of the execution of contracts related to these matters.
The direction and coordination of administrative information services and Registry Assistance Offices, as well as technical, security, reprography and, in general, internal and general affairs services of the Ministry ' s Central Services.
The planning, direction and administration of the human resources of the Department’s central services and relations with trade union organizations and staff representatives, as well as the management of staff salaries, training plans, social action and occupational risk prevention programs.
The processing of compatibility files relating to the staff of the Ministry, to which the regulations on incompatibilities of staff in the service of public administrations apply. Likewise, the processing of disciplinary files of the Department’s staff.
Implementation of service inspection plans and programmes and evaluation of the functioning of central service bodies and units. Assistance to the person in charge of the Ministry in the control of the effectiveness of the Department, as well as the exercise of the functions of the Complaints and Suggestions Management Unit of the central services of the Department, as foreseen in article 14 of Royal Decree 951/2005, of 29 July, which establishes the general framework for the improvement of quality in the General Administration of the State, and the processing of the rest of the obligations provided in that norm.
The exercise of the functions of the Equality Unit of the Ministry, as foreseen in article 77 of Organic Law 3/2007, of March 22, for the effective equality of women and men and in accordance with Royal Decree 259/2019, of April 12, which regulates the Equality Units of the General Administration of the State.
Management of the communication and institutional advertising of the Department and the elaboration of the annual Advertising Plan of the Ministry of Housing and Urban Agenda, and collaboration in the execution of the editorial policy of the Department.
With respect to the Department ' s central services, the planning, direction, development and maintenance of information systems; the development, preparation and proposal of needs for technological resources, including their acquisition, management and maintenance; as well as the provision of information technology services and the direction and coordination of the development and implementation of the Department ' s Internet services, including the Internet portal, electronic headquarters and Intranet.
The planning and management of technological infrastructure and communications networks and services; the Department ' s hardware maintenance functions, as well as technical management for the acquisition of software licences and hardware.
Elaboration, development and execution of the digitization plans of the department, as well as the implementation and monitoring of the digital transformation plans of the General State Administration, with respect to the central services of the Department, in coordination with the General Secretariat of Digital Administration of the Ministry for Digital Transformation and the Public Service.
