The holders of the Ministries, Secretariats of State and all those who hold high positions shall observe, in the exercise of their functions, the provisions of the Spanish Constitution and the rest of the legal system and shall promote respect for fundamental rights and public freedoms.
They will act transparently in the management of public affairs, in accordance with the principles of effectiveness, economy and efficiency and with the aim of satisfying the general interest.
They will exercise their functions with dedication to public service, abstaining from any conduct that is contrary to these principles.
They shall respect the principle of impartiality, so as to maintain an independent and non-partisan approach.
They shall ensure equal treatment and non-discrimination of any kind in the performance of their duties.
They will act with due diligence in the fulfilment of their obligations and promote quality in the provision of public services.
They will maintain a dignified behavior and treat the citizenry with careful correction.
They will assume responsibility for their own decisions and actions and those of the bodies they direct, without prejudice to others that were legally enforceable.
They will carry out their activity with full dedication and with full respect for the regulations governing incompatibilities and conflicts of interest.
They shall have due regard to facts or information known on the occasion or on the occasion of the exercise of their powers.
They shall inform the competent bodies of any irregular action of which they are aware.
They will exercise the powers attributed to them by the current regulations with the exclusive purpose for which they were granted and will avoid any action that may put at risk the public interest or the heritage of the Administrations.
They shall not be involved in situations, activities or interests incompatible with their functions and shall refrain from intervening in matters involving any cause that may affect their objectivity.
They will not accept for themselves gifts that exceed the usual uses, social or courtesy, or favors or services under advantageous conditions that may condition the development of their functions. In the case of gifts of greater institutional relevance, they will be incorporated into the heritage of the corresponding Public Administration.
They shall carry out their duties transparently.
They will properly manage, protect and preserve public resources, which cannot be used for activities other than those permitted by the applicable regulations.
They will not use their position in the Administration to obtain personal or material advantages.
