Quality in Public Administrations

In accordance with the provisions of Royal Decree 682/2021, of 3 August, which develops the basic organizational structure of the Ministry of Finance and Public Function, the General Directorate of Public Governance carries out, among other functions, the following:

“Promote the continuous improvement of management through the promotion, development and monitoring of quality programs in public services, based on the search for excellence and the promotion of innovation. In particular, the management and promotion of the quality programs provided for in Royal Decree 951/2005, of July 29, which establishes the general framework for the improvement of quality in the General Administration of the State.”

Logo de Calidad The General Directorate of Public Governance (DGGP) has among its competences to issue certifications, based on quality and excellence, at the voluntary request of the candidate organizations.

Awards for Quality and Innovation in Public Management of the Government of Spain

The three modalities of the awards are:

Award for Excellence in Public Management. It aims to recognize the body or body that has distinguished itself in particular by increasing the quality of its services and is oriented to the evaluation of the overall performance of public organizations according to reference models (EFQM, CAF).
This prize can be accessed in an ordinary way through the application for certification of the level of excellence, being able to be candidates for the Prize those organizations that have obtained more than 400 points.
Award for Innovation in Public Management. Aimed at recognizing innovative practices in the provision of products or services, as well as initiatives that generate an organizational improvement or management processes.
Citizenship Award. Aimed at recognizing the quality and impact on citizenship of singular initiatives to improve the systems of relationship with citizens or that revert to greater transparency, participation, accountability or integrity in the provision of public services.
