Functions
The President directs the action of the Government and coordinates the functions of the other members of the Government, without prejudice to the competence and direct responsibility of the Ministers in their management.
In any case, it is up to the President of the Government:
Represent the Government.
To establish the Government ' s political programme and to determine the guidelines for domestic and foreign policy and ensure compliance with them.
To propose to the King, after deliberation by the Council of Ministers, the dissolution of the Congress, the Senate or the General Courts.
To raise before the Congress of Deputies, after deliberation by the Council of Ministers, the question of trust.
To propose to the King the convening of an advisory referendum, with the prior authorization of the Congress of Deputies.
Conduct defence policy and exercise the functions provided for in the legislation regulating national defence and military organization with respect to the armed forces.
To convene, chair and set the agenda of the meetings of the Council of Ministers, without prejudice to the provisions of Article 62(g) of the Constitution.
To endorse, where appropriate, the acts of the King and submit to him, for his sanction, the laws and other rules with the rank of law, in accordance with the provisions of Articles 64 and 91 of the Constitution.
To lodge an appeal of unconstitutionality.
To create, modify and abolish, by royal decree, the Ministerial Departments, as well as the Secretariats of State. Likewise, it is responsible for approving the organizational structure of the Presidency of the Government.
To propose to the King the appointment and separation of the Vice-Presidents and Ministers.
Resolve the conflicts of power that may arise between the different Ministries.
Give instructions to other members of the Government.
To exercise all other powers conferred on him by the Constitution and the laws.
