The Ministry of Education and Vocational Training is the Department of the General State Administration responsible for:
the proposal and implementation of the Government's policy on education and vocational training, including all education in the education system except university education, without prejudice to the competences of the Higher Sports Council in the field of sports education.
Likewise, it is up to this Department to promote cooperation actions and, in coordination with the Ministry of Foreign Affairs, European Union and Cooperation, international relations in the field of non-university education.
