The Ministry of the Interior is responsible for the proposal and execution of the Government’s policy on citizen security; the promotion of the conditions for the exercise of fundamental rights, in particular, personal freedom and security, in the terms established in the Spanish Constitution and in the laws that develop them; the superior command and the direction and coordination of the State Security Forces and Bodies; the competences entrusted to it by the legislation on private security; those attributed to it by the legislation on aliens; the regime of international protection, statelessness, and protection of displaced persons; the administration and regime of penitentiary institutions; the realization of the necessary actions for the sustainable development of traffic,
The promotion of the conditions for the exercise of fundamental rights, in the terms established in the Spanish Constitution and in the laws that develop them, especially in relation to personal freedom and security, the inviolability of the home and communications and the freedom of residence and movement.
The exercise of command of the State Security Forces and Bodies, and the coordination and supervision of the services and missions that correspond to them.
The powers entrusted to it by the legislation on private security.
The direction and coordination of international police cooperation, especially with EUROPOL, INTERPOL, SIRENE, the Schengen Information Systems and the Police and Customs Cooperation Centres.
The representation of the Department in the cases in which it is entrusted to it by the person in charge of the Ministry.
The direction, promotion and coordination of the actions of the Department in the field of organized crime, terrorism, trafficking in human beings, drug trafficking, money-laundering related to such trafficking and related crimes.
Planning and coordination of infrastructure and material policies in the field of security.
The approval of infrastructure and material plans and programmes in the field of security.
The direction and coordination of the Department’s relations with the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment.
The management of the competences of the Department in relation to the protection and guarantee of the exercise of the fundamental rights of assembly and demonstration.
Coordination of the exercise of the powers of the Government Delegations and Sub-Delegations in matters of citizen security.
The direction and coordination of actions related to drug precursors, explosive precursors and the processing of data from the Passenger Registration System (PNR).
The direction of the National Critical Infrastructure Protection System.
The direction and coordination of cybersecurity policies within the scope of the Ministry’s competences.
Through the General Directorate of International Relations and Foreigners, coordination with regard to operations with transnational effects that may be directed by any of the State Security Forces and Corps.
The direction and promotion of integrated border management, the command of the Spanish participation of the European Border and Coast Guard and relations with the European Border and Coast Guard Agency.
To direct, promote and coordinate the services and central and peripheral bodies of the National Police.

To propose to the Secretary of State the plans and projects of operational action of the services of the National Police.
To interact directly with the administrative authorities, bodies and public or private entities regarding the functioning of the operational services of the National Police.
To obtain, centralize, analyse, evaluate and disseminate the information necessary for the development of its missions, as well as to establish and maintain liaison and coordination with other national and foreign information bodies within the scope of their competence, in accordance with the criteria established in this regard by the Secretariat of State.
To provide cooperation and assistance to the police of other countries, in compliance with the functions attributed to the National Police by Organic Law 2/1986 of 13 March on Security Forces and Corps, in accordance with the criteria established by the Secretariat of State in this regard.
To direct, organize and monitor compliance with the provisions relating to foreigners, national identity cards, passports, identity cards of foreigners, gambling, drugs, control of private security entities and services, surveillance and investigation and public spectacles, in the police sphere.
To monitor and investigate the conduct of officials contrary to professional ethics.
Apply the disciplinary regime of the personnel of the National Police.
To select and promote the personnel of the National Police and the development of technical-teaching activities for the training and improvement of its members.
To propose the acquisition of transmission equipment, information processing equipment, weapons, automotive equipment, helicopters, ships, uniforms and, in general, the material resources needed to carry out the tasks of the National Police, within the framework of the programming approved by the Secretary of State.
To promote the analysis, planning and development of methods, techniques and procedures in the field of police operations.
To direct, promote and coordinate the service and distribution of the Civil Guard Units.
Promote the analysis, planning and development of the plans and projects of the Civil Guard and submit the proposals to the Secretary of State for Security.
To interact directly with public or private authorities, bodies and entities and also to maintain liaison and coordination with national and foreign information bodies, within the scope of their competences.
To carry out the tasks assigned to it by the regulatory provisions of the Ministry of Defence with regard to the performance of military missions of the Civil Guard.
Implement personnel, training, equality and diversity policies.
To implement the policy of material and economic resources allocated to the Civil Guard, as well as to propose to the Secretariat of State for Security the needs in relation to these resources.
To perform the functions assigned to it by the legislation on weapons and explosives.
Prepare normative proposals and approve instructions within the scope of its competence, as well as the institutional strategy.
To propose the acquisition of transmission equipment, information processing equipment, weapons, in collaboration with the Ministry of Defense, automotive equipment, helicopters, ships, uniforms and, in general, the material resources needed to carry out the tasks of the General Directorate of the Civil Guard, within the framework of the programming approved by the Secretariat of State for Security.
The senior management of the exercise of the powers assigned to the Directorate-General for Penal Enforcement and Social Reintegration in the field of the management and treatment of penitentiaries, the open environment, alternative measures and prison health, in the terms described in article 8.
The function of monitoring, analysis and inspection of the services, agencies and centres of the Penitentiary Administration, especially with regard to personnel, procedures, facilities and endowments, as well as the resolution of reserved information and the processing of disciplinary files submitted to officials and working personnel assigned to all their units.
Coordination in matters within its competence with the peripheral state bodies, with the autonomous communities and with bodies and institutions that can contribute to the better fulfillment of the objectives and purposes of the Prison Administration.
To direct the management of human resources and the administration and management of personnel who provide services in centres and units dependent on the General Secretariat.
The direction of the economic and financial management of the General Secretariat, as well as the proposals for revision of the Penitentiary Infrastructure Plan and relations with the Society of Penitentiary Infrastructures and Equipment and State Security, SME, SA.
The planning and normative management of penitentiary institutions.
Promote compliance with the institutional principles and values and professional ethics of the staff of the Penitentiary Institution or that provides its services in it; promote the policies of equality and prevention of sexual or sexual harassment; with respect to workplace harassment, exercise the policies derived from the regulations on data protection, as well as the direction of international relations of the General Secretariat.
Any other competences attributed to it by the current legislation.
The management and development of the normative policy of the Department, as well as the supervision of the technical-legal foundation of all matters of the Ministry and its dependent agencies that are submitted for the consideration of the General Commission of Secretaries of State and Assistant Secretaries and the Council of Ministers.
