Functions

The Ministry of Defense is the department of the General Administration of the State to which it belongs:

  • the preparation, development and implementation of the Defense policy determined by the Government and
  • The management of military administration.

  1. Plan the development and programming of policies and strategies for information and communication systems and technologies, telecommunications and information security, as well as the Department ' s digital transformation process.
  2. To provide representation and dialogue, in terms of information and communication systems and technologies, digital transformation and information and knowledge management of the Department, telecommunications and information security, with other agencies of the State administration and, at the international level, in coordination with the Defence Staff and the General Directorate of Defence Policy.
  3. To direct the design, acquisition and configuration of information and communication systems and technologies and information security in order to guarantee the standardization, homologation and standardization of such systems and their full interoperability, within the framework of the Integral Information Infrastructure for Defense (I3D) and the national and international agreements to which Spain is a party that affect such systems.
  4. Coordinate the management of information and knowledge in the Department, within the framework of its digital transformation and that of the General Administration of the State.
  5. Manage resources, programs, projects, developments and the implementation of information and communication systems and technologies within the framework of the I3D and the national and international agreements in force, as well as guarantee their integration and interoperability, and the management and supervision of the corresponding services.
  6. Control the operation and maintenance of information and communication systems and technologies for the direct provision of the corresponding services within the framework of the I3D, assuming the tasks of the Operational Authority of all its systems.
  7. Promote the digital transformation of the Department, following the planning and programming established for its development.
  8. Direct and supervise the full integration of information and communication networks and systems within the Department, as well as other national and international networks, prioritizing critical services for the Defense and Armed Forces.

  1. Develop and propose provisions on cultural heritage, personnel, recruitment, military education, professional development of military personnel and reservists of special availability and health.
  2. To direct and coordinate the general management of military personnel and the specific management of common bodies and military personnel who are not included in any of the Armies or the Navy.
  3. To direct and coordinate the retributive policy.
  4. To direct the planning and development of the recruitment policy and general regime of military personnel.
  5. To direct and coordinate social policy.
  6. Promote and coordinate legislative and regulatory development.
  7. Maintaining relations with the organs of military jurisdiction with regard to the provision of means and the execution of judicial decisions.
  8. Agree to include in the “Official Gazette of the Ministry of Defence” the general provisions, resolutions and administrative acts.
  9. To direct the defence delegations and sub-delegations and the centres that constitute the peripheral structure of the Department.
  10. Promote the policy of equality.
  11. To direct and coordinate occupational risk prevention services.
  12. Promote the dissemination of the cultural heritage of Defense.
  13. To direct all functions related to the cavalry breeding service of the Armed Forces.
  14. Promote digital administration, knowledge management and process management, within the scope of their competences.
  15. To direct the cultural policy of the Department.
  16. Manage and coordinate the Defense Archival System, the Defense Library Network, and the Defense Museum Network.
  17. At the ministerial level, the functions assigned to information units by Law 19/2013 of 9 December and its development provisions, as well as the coordination of Open Government initiatives.
  18. The coordination and supervision of the data protection policy, in compliance with the applicable regulations in this field within the scope of the competences of the Department and, in particular, exercise the competences relating to the data protection delegate, provided for in Regulation (EC) 2016/679 of the European Parliament and the Council, of 27 April 2016, for the scope of the Ministry.
  19. The coordination of the evaluations of the public policies of competence of the Department and, where appropriate, the execution of these, to be determined by the person in charge of the Ministry, in accordance with the plan of public policy evaluations approved by the Council of Ministers, with the support of the Institute for the Evaluation of Public Policies of the Ministry of Territorial Policy and Public Function.
  20. To exercise the direction of the Higher Council of Military Sports and the competences of the Department in the fields of physical education and sport.
  21. To propose the prospective and strategic planning of human resources in the organization of the Ministry of Defense.

  1. To monitor and evaluate the international situation in the field of security and defence policy.
  2. Propose the guidelines of Defense policy.
  3. Lead the Defense Diplomacy Plan.
  4. Conduct bilateral relations with the States in the field of Defense Policy.
  5. To direct the Ministry’s participation in international security and defense organizations.
  6. Lead the elaboration of international treaties, agreements and conventions that affect the Defense, in coordination with the Ministry of Foreign Affairs, European Union and Cooperation.
  7. Coordinate the Department’s contribution to State action to address crisis and emergency situations.
  8. Planning the Spanish contribution to emergency civil planning in international security and defense organizations.
  9. To provide for the Department ' s action in the field of arms control, non-proliferation and disarmament.
  10. Propose and coordinate the cultural policy of security and defense and the promotion of national defense awareness.
  11. To promote institutional relations.
