2. The design, planning and direction of the policy of scholarships and study grants, within the scope of its competences, in coordination with those of the Ministry of Education, Vocational Training and Sports.

3. The promotion and coordination of relations with the autonomous communities, universities and local entities in university matters, research, development and innovation.

4. The preparation of proposals for general provisions in the areas of its competence, as well as relations and consultations with the autonomous communities, universities and legal and physical persons concerned during their processing.

5. Our own functions as a National Authority linked to the Erasmus+ programme.

6. The functions attributed to the Ministry of Science, Innovation and Universities in the management of Operational Programs cofinanced by European funds in the field of science, innovation and universities, within the scope of the competences of this Secretary of State.

7. The strategic direction of the State Research Agency.

8. The promotion of policies of equality, non-discrimination and universal accessibility in the scientific, technological, innovation and university field, the promotion of actions and activities to know the situation of women with respect to that of men and the effect of the public policies implemented that affect women researchers, technologists or scientists in relation to their development, implementation and impact, as well as the promotion of the participation of women in the university, research and innovative field, in a level of equality, the Women and Science Unit, and the processing and granting of the Gender Equality Badge in R+D+I, without prejudice to the competences that correspond to the Undergraduate Science and Innovation.

9. The direction of international relations in the field of universities, research, development and innovation, as well as the monitoring of European Union actions in this field, as well as the definition of international cooperation programmes in the field of universities and research, development and innovation, bilateral or multilateral, without prejudice to the competences of the Ministry of Foreign Affairs, European Union and Cooperation.

10. Cooperation with the autonomous communities and local entities in university policy, research, development and innovation, without prejudice to the competences attributed to other bodies of the department.

11. Relations and coordination with the collegiate bodies under the Ministry of Science, Innovation and Universities, as well as with other units and agencies of the General Administration of the State responsible for research, development and innovation policies and universities and sectoral policies closely related to them, within the scope of their competences.

12. The promotion of the European Space of Higher Education and the Ibero-American Space of Knowledge, in coordination with the Autonomous Agency of the Spanish Service for the Internationalization of Education (SEPIE).

13. Coordination, promotion and monitoring of international cooperation and international relations, within the competence of the Secretary of State for Science, Innovation and Universities.

14. The exercise of the competences of the department with respect to international treaties, international administrative agreements and non-normative agreements in the subjects of higher education, as well as advice on Spanish participation in international bodies on these subjects, in coordination with the Ministry of Foreign Affairs, European Union and Cooperation and in accordance with the principle of unity of action abroad.

15. Coordination of actions in the field of higher university education with the collaboration of external higher education services within the Departments, Attachés and Directorates of existing programs in different countries of the Administration abroad, without prejudice to the competences of the Ministry of Education, Vocational Training and Sports.

16. The coordination of Spanish participation in the elaboration and monitoring of European policies in the field of R&D&I and knowledge transfer, including the Framework Program of research and innovation, and Spanish representation in other programs, forums and organizations of a European and international character competent in the design of policies in the field of R&D&I, without prejudice to the competences of other organs of the department.

17. Coordination of the international activity of territorial public administrations in the field of university educational external action.

18. International cooperation in the field of research and knowledge transfer, the joint formulation with the departmental bodies and the coordination of the Spanish position in international forums, and the proposal for the designation of those who must represent Spain in the international bodies responsible for the corresponding programs.

19. Administrative support for the Observatory “Women, Science and Innovation”, as well as the technical preparation of the corresponding issues and reports and the elaboration of the rules relating to the functions, organization and operation of these, where appropriate.

4. The strategic direction of the State Agency Higher Council for Scientific Research (CSIC), the Autonomous Agency Instituto de Salud Carlos III (ISCIII), and the Autonomous Agency Center for Energy, Environmental and Technological Research (CIEMAT).

5. The promotion of Spanish participation in the R&D&I promotion programmes promoted by the European Union, within the scope of its competences.

6. Strategic planning, coordination, development, monitoring and representation of Spanish participation in large international scientific and technological facilities and organizations.

7. Strategic planning, coordination, monitoring and representation of large national scientific and technical facilities with autonomous communities, and strategic planning, coordination, monitoring and representation of actions related to large scientific facilities of a State nature, without prejudice to the competences of other organs of the department.

8. The international representation of large Spanish scientific and technical installations.

9. Support for the coordination, promotion and monitoring of polar research, development and innovation, aimed at achieving the objectives and ensuring the application of the provisions of the Antarctic Treaty and other international agreements.

10. The coordination of public bodies and agencies linked to or dependent on the General Secretariat for Research.

2. The development of participatory processes that are considered necessary for the promotion of university policy.

3. The planning, coordination and evaluation of the lines of action of the programs in the university field.

4. The elaboration of proposals for general provisions in the areas of its competence.

5. The organization, programming and management of the actions that are the responsibility of the General Administration of the State in the field of higher university education.

6. The management of operational programmes co-financed by European Union funds, within the scope of their competences.

7. The strategic direction of the Autonomous Agency Universidad Internacional Menéndez Pelayo (UIMP), the Autonomous Agency National Agency for Quality Evaluation and Accreditation (ANECA), and the Autonomous Agency Spanish Service for the Internationalization of Education (SEPIE).

8. The promotion of student mobility within the European Union through the design, planning and, where appropriate, management of national action programmes or participation in the design and planning of European action programmes, through SEPIE, in collaboration with the Ministry of Education, Vocational Training and Sports within the scope of its competences.

9. The promotion of mobility in the international extra-community field of students and university graduates in coordination with other specialized agencies and institutions, through SEPIE.

10. Technical assistance in the field of higher university education to the General Subdirectorate of Institutional Relations and International Coordination, as well as participation in the international forums that the General Subdirectorate determines.

11. The direction and management of state actions in the field of digitization of the Spanish University System.

The direction of the competences attributed to the department in the field of innovation.

1. The strategic direction of the Public Business Entity Center for Technological Development and Innovation (CDTI) and, derived from compliance with Royal Decree 158/2023, of March 7, which approves the Statute of the State Agency "Spanish Space Agency", the strategic coordination of that State Agency with the Ministry of Science, Innovation and Universities and the Ministry of Defense.

2. The management of operational programmes co-financed by European Union funds, within the scope of their competences.

3. Coordination of activities to promote strategic areas of innovation.

4. The issuance of the motivated reports provided for in Royal Decree 1432/2003, of 21 November, which regulates the issuance by the Ministry of Science and Technology of motivated reports regarding compliance with scientific and technological requirements, for the application and interpretation of tax deductions for research and development and technological innovation activities, without prejudice to the competences attributed to other bodies.

5. The accreditation and management of the registry of Innovative SMEs provided for in Royal Decree 475/2014, of 13 June, on bonuses in the Social Security contribution of research personnel.

6. The impulse to the public purchase of innovation.

7. The management of actions related to the “Innpulse Network – Network of Cities of Science and Innovation”.

8. The promotion of joint programs with autonomous communities and local entities in the field of innovation, without prejudice to the competences of other organs of the department.

9. Relations and coordination with other units, bodies and agencies of the General Administration of the State responsible for innovation policies and sectoral policies closely related to them, without prejudice to the competences of other organs of the department.

10. The relations, participation and representation of the ministry in agencies, programs and working groups in the field of innovation in strategic sectors at national and international level, without prejudice to the competences of other organs of the department.

11. The coordination, design, implementation and evaluation of strategies, programs and initiatives in the field of innovation in public policies, without prejudice to the competences of other ministerial departments.

12. Coordination of the contribution to national strategies and plans in the field of innovation, without prejudice to the competences of other bodies of the department.

13. The promotion of design as a lever of innovation and as an instrument of transformation and modernization of public administration.

14. The management of national awards in the field of innovation and design, without prejudice to the competences of other bodies of the department.

15. The coordination of the activity of the Interministerial Working Group of the Aerospace PERTE and the Alliance for the Aerospace PERTE.

16. The coordination and promotion of the design, execution and monitoring of initiatives of the Aerospace PERTE in the field of the General Administration of the State.

17. The enhancement of collaboration with other public administrations and public-private collaboration for the optimal implementation of the Aerospace PERTE measures.

18. The promotion of strategies, policies and measures to promote the Spanish aerospace sector, with the aim of positioning the Spanish aerospace sector as a key player in the face of the new challenges and opportunities associated with the major transformations planned in the sector, in coordination with the Spanish Space Agency and without prejudice to the competences of other ministerial departments.

19. The coordination of State aid, within the scope of its competences, with the State Research Agency and the Public Business Entity Center for Technological Development and Innovation (CDTI), as well as inter-ministerial and European coordination to ensure the correct application of the aforementioned State aid within the framework of the current regulations, without prejudice to the competences in the matter of other bodies of the department.

1. To promote, promote and disseminate policies and plans to improve the health of the Spanish population through science, innovation, technological development and digitalization, within the scope of PERTE for cutting-edge health, including both those that correspond to the General Administration of the State in the scope of its competences, and those that may result from collaboration with other public administrations and with the private sector in their respective scope of action.

2. To propose and collaborate in the follow-up of measures of support and advice to the entities, as well as to promote public-private collaboration to guarantee the access and execution of the projects linked to the PERTE for cutting-edge health, as well as to stimulate the investment of private funds.

3. Under the coordination of the Secretary of State, and without prejudice to the competences organically attributed to other departments or units, collaborate and promote the international dialogue of Spain in the field of strategies, actions and national and international initiatives linked to PERTE for avant-garde health, especially in the fields of Personalized Medicine, Advanced Therapies, Data Science in Health and Digitalization.

4. Participate in the work of the commissions, working groups and collegiate bodies linked to the PERTE for avant-garde health. The incumbent of the Commissioner will hold the Vice Presidency of the Vanguard Health Alliance.

5. Periodically inform the ministries responsible for the PERTE about the development and results of the execution of the projects, or of any proposals deemed necessary for the proper fulfillment of the entrusted function.

6. Coordinating with the Secretary of State for Science, Innovation and Universities the actions in relation to cutting-edge health are necessary to promote the correct execution of the funds of the Recovery, Transformation and Resilience Plan, allocated in this field.

1. The ordinary representation of the Ministry.

2. The institutional relations of the department with public and private bodies and entities, without prejudice to the competences attributed to other bodies.

3. Support to the head of the Ministry and to the senior and managerial bodies of the department in the planning and coordination of the activity of the Ministry, through the corresponding technical advice.

4. The elaboration and coordination of the general plans of the department in terms of regulations, budgetary policy, personnel and remuneration, heritage, real estate and infrastructure, information and communication technologies, economic programming and budgetary control.

5. The promotion, coordination, support and supervision of the department ' s general provisions development activities, as well as the efforts related to their publication.

6. The direction, promotion and management of the functions related to the processing of the affairs of the Council of Ministers, Government Delegated Commissions and General Commission of Secretaries of State and Under-Secretaries.

7. The promotion and coordination of the relations of the Ministry of Science, Innovation and Universities with the jurisdictional bodies, with the other departments of the General Administration of the State, with the Delegates and Subdelegates of the Government and with the other peripheral bodies.

8. The direction of the inspection function on the services, agencies and centres dependent on the department, especially in terms of personnel, procedure, economic regime, facilities and endowments and control of their effectiveness, as well as the assistance to the Ministry in the functions of control of the activity of the department, carrying out those that allow to evaluate the operation, effectiveness and performance of the personnel and services of the Ministry.

9. The management of administrative services, their rationalization and computerization, administrative information and documentation and the dispatch of matters not attributed to the competence of other organs of the department.

10. The coordination of the actions of the department in the field of gender equality, including the exercise of the functions of the Equality Unit of the Ministry, as foreseen in article 77 of Organic Law 3/2007, of March 22, for the effective equality of women and men, and in accordance with Royal Decree 259/2019, of April 12, regulating the Equality Units of the General Administration of the State.

11. The coordination of the actions of the department in the field of inclusion of staff with disabilities, including the exercise of the functions of the Inclusion Unit of staff with disabilities of the Ministry, as foreseen in the fifteenth additional provision of Royal Decree-Law 6/2023, of 19 December, approving urgent measures for the implementation of the Plan of Recovery, Transformation and Resilience in the field of public service justice, public service, local regime and patronage.
