The Ministry of Education, Vocational Training and Sports is the Department of the General State Administration responsible for:
The proposal and implementation of the Government’s policy on education, in the terms provided in this royal decree, with the exception of university education.
The proposal and implementation of the Government's policy on the Vocational Training System of the education system and of working people.
The proposal and implementation of the Government policy on sport.
Likewise, it is up to this Department to promote cooperation actions and international relations in the above matters, without prejudice to the competences of other ministerial departments.
The superior direction of the competences attributed to the Department in the field of non-university education, with the exception of the Vocational Training teachings.
The organization, evaluation and innovation of the teachings that make up the Spanish educational system, including all the teachings of the educational system except university education and those of professional training, without prejudice to the competences of the Higher Sports Council in the field of sports education.
The fulfilment of the obligations of the public authorities in the field of non-university education, with the exception of vocational training, and educational innovation, as well as the promotion of equal opportunities in access to education.
The programming and management of the teachings of its competence in its field of action, the development and dissemination of educational guidelines derived from the current regulations in the field of special regime teachings and the basic academic management of their corresponding teachings.
The design, planning and direction of the policy of scholarships and study grants, in coordination with the Ministry of Science, Innovation and Universities, as well as its management.
The promotion of policies of equality, co-education, non-discrimination and universal accessibility within the scope of their competences.
The promotion and coordination of relations with the autonomous communities and local corporations in matters within their competence.
The functions provided for in the current regulations pertaining to the High Inspection of Education.
The elaboration of the proposals for general provisions in the areas of its competence, as well as relations and consultations with the autonomous communities and the legal and physical persons concerned during their processing.
The direction of international relations in the field of non-university education, with the exception of professional training, as well as the follow-up of actions derived from the European Union in this field; the planning of educational administration abroad and of Spanish educational centers of State ownership abroad, as well as the definition of international cooperation programs, bilateral or multilateral in the matters of its competence, without prejudice to the competences of the Ministry of Foreign Affairs, European Union and Cooperation.
The establishment of guidelines for the management of non-university teaching staff, in coordination with the General Secretariat for Vocational Training and the Under-Secretariat.
The observation of the evolution of professional competences in their practical integration into the Vocational Training System, and the elaboration and up-to-date maintenance of the National Catalogue of Professional Competency Standards, as well as the elaboration and proposal of standards linked to new professional competency standards.
The establishment of instruments that allow the constant adaptation of the training offer to the demands of qualification of the productive and social environment for its practical integration into the Vocational Training System.
The ordination and regulatory development of the Vocational Training System, both within the educational system and for the active, employed and unemployed population, which includes the establishment of the degrees, certificates and accreditations of the Vocational Training System in its degrees A, B, C, D and E, as well as the basic aspects of the curriculum, and the permanent revision and updating of said curricula, in collaboration with the productive sector involved.
The development of curricular designs for vocational training in the Ministry’s own field of management, as well as the definition of the basic modules of spaces, facilities and equipment needed for each training offer for that field, in collaboration with the Secretary of State for Education, the Undersecretariat and the Autonomous Agency for Infrastructure and Cultural Equipment Management.
The establishment of guidelines for the issuance of official Spanish vocational training qualifications, certificates and accreditations, as well as the general registration of all qualifications, certificates and accreditations of the Vocational Training System.
The approval of equivalences of qualification scales for foreign vocational qualifications and studies, the homologation and validation of foreign studies in the field of vocational training, and the resolution of validations and equivalences of Spanish studies with the vocational training of the Spanish educational system.
The determination of programmes and conditions necessary for the admission and access to the bodies of the public teaching profession of vocational training, as well as the regulation of the specific conditions for the provision of vocational training offers of all levels of the system in private centres.
The elaboration and coordination of actions and regulations for the development of the Spanish Qualifications Framework.
The establishment of agreements and public-private partnerships with the productive and interdepartmental sectors, including a map of training needs of the labor market.
The organization of procedures for the evaluation and accreditation of basic and professional competences acquired through work experience and non-formal and informal training channels, the elaboration of instruments to support them, and the registration of accredited persons, as well as their development for the areas foreseen in the regulatory regulations.
The relations of coordination, collaboration and territorial cooperation with the autonomous communities, local corporations and other public administrations, in terms of professional training and lifelong learning.
Coordination of social agents to collaborate in the implementation of a dual vocational training offer in workplaces, and the promotion of intermediate bodies.
The design and development of actions that promote professional technical learning throughout life, through professional training.
The design of the general strategy of professional orientation of the system, in collaboration with the autonomous communities.
n) The management and maintenance of the registers and catalogues of the Vocational Training System, as well as the Personal Vocational Training Report.
The preparation of the Report on the State of the Vocational Training System provided for in Organic Law 3/2022, of 31 March, on the Organization and Integration of Vocational Training, and the preparation and execution of plans for the improvement of the quality, evaluation and promotion of vocational training, as well as measures that promote in this area the policies of equality, non-discrimination and universal accessibility.
The promotion of business innovation by offering support for the creation of technological business groups or incubators of emerging companies linked to training centers, which promote and participate in the development of the actions of the Vocational Training System in the scope of the companies and business groups themselves.
The articulation of a system of monitoring and evaluation of dual vocational training and partial aspects of the system.
The development of actions for the promotion and development of the vocational guidance system of the Vocational Training System and the maintenance of portals, platforms and social networks to facilitate the exchange of information, experiences and resources in the field of vocational guidance and training, the latter in coordination with the Undersecretariat.
Collaboration in the design of international programs of professional training and lifelong learning, either through the Spanish Service for the Internationalization of Education (SEPIE), or through bilateral collaboration agreements, which allow the development of international double degrees provided in the regulations.
International promotion of agreements, projects and participation in vocational training bodies and competitions, in coordination with the Ministry of Foreign Affairs, European Union and Cooperation.
The authorization, control, monitoring and evaluation of the centres authorized to provide training offers of the Spanish Vocational Training System abroad.
