The Ministry for Ecological Transition is the department responsible within the General Administration of the State for the proposal and execution of the Government's policy in the fight against climate change, protection of natural heritage, biodiversity and the sea, water, and energy for the transition to a more ecological productive and social model.
It is the responsibility of the Ministry for Ecological Transition, within the scope of the State ' s competences, to draft State legislation on waters and coasts, the environment, meteorology and climatology; direct management of the hydraulic public domain, the marine-terrestrial public domain; representation of the State in the international bodies corresponding to these matters, without prejudice to the competences of the Ministry of Foreign Affairs, the European Union and Cooperation; as well as coordination of actions, cooperation and concertation in the design and implementation of all policies that affect the scope of competences of the autonomous communities and the other public administrations, encouraging their participation through the appropriate instruments and cooperation.
Likewise, the Ministry for Ecological Transition is responsible for the development of the national energy and mining policy, together with the measures aimed at ensuring energy supply and coordination of external projection in the matter, ensuring proper regulation of the sector and the analysis and monitoring of these markets, together with the competences in mining, all within the framework of the ecological transition.
The attribution of the above powers to the Ministry for the Ecological Transition takes place without prejudice to the provisions of the Statute of the State Meteorological Agency in relation to the administrative powers corresponding to the said Agency.
The powers conferred by this royal decree shall be understood in coordination and without prejudice to those that correspond to other ministerial departments as well as, where appropriate, to the National Commission on Markets and Competition. In particular, all powers relating to the institutions of the European Union or to international bodies shall be exercised in coordination with the Ministry of Foreign Affairs, the European Union and Cooperation and, where appropriate, with the Ministry of Economy and Enterprise.
