Functions

The Ministry of Transport and Sustainable Mobility is responsible for proposing and implementing the Government ' s policy in the areas of land, air and maritime transport infrastructures, which fall within the competence of the State; for the control, management and administrative regulation of the corresponding transport services; for promoting sustainable mobility, in its social, economic and environmental dimensions, including the promotion of active mobility; for the regulatory management of postal services; for promoting and directing State services relating to astronomy, geodesy, geophysics and cartography; and for planning and programming investments relating to the aforementioned infrastructures, materials and services, in order to guarantee safe and sustainable mobility, based on criteria of social justice.

  1. The formulation, review and monitoring of the strategic planning of the Department in the field of infrastructures and transport services, in accordance with its contribution to safe and sustainable mobility, based on criteria of social justice and to the sustainability of the transport system, its profitability and its social and territorial impact.
  2. The formulation of the planning and programming of the Department in the field of infrastructures and transport services, prior to its elevation to the Council of Ministers, as well as its review and monitoring, and the promotion of measures to promote safe and sustainable mobility, based on criteria of social justice, and intermodality.
  3. Monitoring of the planning and evaluation of the railway network.
  4. The general management of land, sea and air transport under State competence.
  5. The management and promotion of intermodality in the different modes of transport.
  6. The programming of investments in infrastructure and mobility, prioritizing security, maintenance, improvement of daily mobility, technification and intermodality, without prejudice to the powers that correspond to the Undersecretariat of Transport and Sustainable Mobility in relation to the programming and budgeting of economic resources.
  7. The execution, directly or through the agencies and entities attached to the Department, of the transport infrastructures.
  8. The coordination of the activity of the organs of the Secretariat of State and of the bodies attached to or dependent on it, as well as the supervision and follow-up of the multiannual action programmes and the management of those attached bodies and entities.
  9. The preparation of the preliminary draft budget proposal and the management and processing of the appropriations and expenses allocated to the higher body, without prejudice to the competences of other higher or executive bodies of the Ministry of Transport and Sustainable Mobility and in coordination with them.
  10. The promotion of the programming, direction and coordination of the necessary sectoral studies, situation reports and analysis of the operation of transport services and the corresponding management bodies, developed by the Department ' s bodies, in order to detect dysfunctions and social needs and demands in relation to mobility.
  11. Cooperation with territorial administrations for the promotion of sustainable urban mobility plans and mobility studies and their consideration in urban plans.
  12. The promotion of the planning and monitoring of economic instruments and aid aimed at promoting sustainable mobility.
  13. The promotion, coordination and implementation of sustainable mobility plans and strategies, including active mobility, as well as the adoption of measures to promote and communicate the actions developed.
  14. The promotion, coordination and monitoring of all the processes and instruments necessary for the integration of transport infrastructures of general interest in urban areas.
  15. (ñ) The definition of land transport management objectives within the framework of mobility plans and strategies.
  16. The definition of the objectives in the field of port planning and investments in ports of general interest, within the framework of the guidelines indicated in the general planning and mobility plans and strategies.
  17. The proposal of authorization by the owner of the Department for the establishment and qualification of civil airports.
  18. The authorisation of structural or functional modifications to airports of general interest.
  19. The previous report on the establishment, modification and opening to air traffic of the aerodromes and airports of competence of the autonomous communities, and on the approval of plans or instruments for the management and delimitation of their respective service area.
  20. The proposal to the head of the Ministry of the master plans of airports of general interest and of the master plan of air navigation, and its modifications, as well as the resolution on the updates of the master plans of airports of general interest provided for in the implementing regulations.
  21. The promotion of the State Operational Security Program (PESO), as well as infrastructure, transport and mobility policies aimed at security, sustainability, the fight against climate change and air pollution, energy saving and improving the efficiency of transport services.
  22. The resolution of sanctioning files for infractions in the field of subsidies to non-island residents in air and maritime transport.
  23. Coordination and monitoring of R&D&I initiatives in the Ministry of Transport and Sustainable Mobility, without prejudice to the competences of other governing bodies.
  24. The actions that correspond to the Ministry, in accordance with the agreements signed with other ministerial departments, for the financing of works of conservation or enrichment of the Spanish historical heritage in real estate of cultural interest, as a consequence of the actions and public works financed by the Department or by its agencies, in accordance with Royal Decree 111/1986, of January 10, which partially develops Law 16/1985, of June 25, of the Spanish Historical Heritage, and its provisions or development agreements.
  25. The monitoring and implementation of the transport policy of the European Union, without prejudice to the competences attributed to other bodies of the Department.
  26. The determination of minimum services of a mandatory nature to ensure the provision of essential services within the scope of their competences, in cases of labor conflict or business absenteeism.

  1. The direction and coordination of the exercise of the competences of the Directorates-General dependent on the General Secretariat, and the proposal and formulation of their objectives and action plans.
  2. Monitoring the implementation of the investment projects of the Directorates-General and Units dependent on the General Secretariat in order to achieve the objectives set.
  3. Assistance to the Secretary of State in the strategic direction, evaluation and control of the results of the activity of the agencies and entities attached to it, as well as in the supervision of the multiannual action programmes and the management of those agencies and entities.
  4. The promotion and coordination of the actions agreed by the Administration in relation to toll roads subject to concession contracts, as well as other types of road concessions, and the monitoring, inspection and technical and economic-financial control of concession companies, without prejudice to the competences of other governing bodies of the Department.
  5. The design, planning, instrumentation and monitoring of the mechanisms to be enabled by the General State Administration in relation to the management of toll highways that are not included in the scope of competences of the Government Delegation in the National Toll Highway Concession Societies.
  6. The promotion and enhancement of the proposal of systems for financing the construction, management and conservation of terrestrial infrastructures, in particular roads, and the coordination of initiatives for their implementation.
  7. The promotion of recruitment and management procedures, as well as regulatory projects within the scope of its competence in the field of roads and railways.
  8. The promotion and monitoring of the Department’s road and rail transport infrastructure plans and programmes.
  9. The promotion of measures aimed at combating climate change, energy saving and improving the efficiency of road and rail transport infrastructures and services, as well as the achievement of the Sustainable Development Goals, developed within their dependent Directorates-General.
  10. The promotion of the development and application of new technologies in the field of road and rail transport infrastructures and services of its dependent Directorates-General, encouraging the application of new technological developments and innovation activities.
  11. The coordination of the different actions of the Directorates-General and entities dependent on the General Secretariat, for an adequate integration of the actions related to transport with those related to the infrastructures that support it.
  12. The promotion and coordination of initiatives in the field of gender perspective in the field of infrastructures and road and rail transport, without prejudice to the competences of other bodies of the Department, and those of the dependent Directorates-General, and within the framework of the plans promoted by the Department.

  1. The direction and coordination of the exercise of the competences of the directorates-general dependent on the General Secretariat and the proposal and formulation of their objectives and action plans.
  2. Assistance to the Secretariat of State in supervising the multiannual action programmes and the management of the agencies and entities attached to it.
  3. Monitoring the implementation of the investment projects of the directorates-general attached to the General Secretariat in order to achieve the objectives set and the promotion of recruitment and management procedures.
  4. The adoption of the plans for the evaluation of the performance of the air navigation system and airports in the field of national and Community policies, as well as the monitoring of the objectives through the public bodies dependent on the General Secretariat.
  5. Coordination of the participation of the governing bodies belonging to the General Secretariat for Air and Maritime Transport in the development and application of Community and international regulations on air and maritime transport.
  6. The proposal for mandatory minimum services to ensure the provision of essential air and maritime transport services.
  7. The monitoring and supervision of the management of economic instruments and aid aimed at promoting sustainable mobility, without prejudice to the competences attributed to other bodies.
  8. The promotion of measures aimed at combating climate change, energy saving and improving the efficiency of air and maritime transport services, without prejudice to the competences of other departments.
  9. The promotion and coordination of gender perspective initiatives in the field of air and maritime transport, without prejudice to the competences of other bodies of the Department, and those of the Directorates-General attached to it, and within the framework of the plans promoted by the Department.
  10. The management of the actions that the current legislation assigns to the Ministry of Transport and Sustainable Mobility regarding the subsidies for the transport of goods with non-peninsular territories.

  1. Coordination of sustainable mobility initiatives among the Department ' s bodies and with the policies of other ministerial departments, as well as those of other administrations.
  2. The submission of proposals to the State Secretariat for Transport and Sustainable Mobility regarding the establishment of criteria in the planning processes referred to in Article 2.1.
  3. The raising of proposals to the State Secretariat for Transport and Sustainable Mobility in relation to sustainable mobility plans and mobility studies.
  4. The proposal to the Secretary of State, direction and impulse of the elaboration of Plans and Strategies in relation to the definition of actions of development of policies in the field of sustainable, healthy and safe mobility.
  5. The promotion and coordination of measures aimed at combating climate change, energy saving and improving the efficiency of transport services, without prejudice to the competences of other governing bodies and other departments.
  6. The promotion and coordination of gender perspective initiatives in the area of sustainable mobility, without prejudice to the competencies of other bodies of the Department and within the framework of the plans promoted by the Department.
  7. The representation of the Department, within the scope of the Recovery, Transformation and Resilience Plan, before the bodies of other departments that coordinate the Plan as a whole, and before the European Institutions.
  8. The promotion and coordination of the design, implementation and monitoring of the Plan for Recovery, Transformation and Resilience in relation to the competences of the Ministry of Transport and Sustainable Mobility.

  1. The programming and budgeting of the economic and financial resources of the Department, the monitoring of its implementation and the control of the compliance of the investment policy.
  2. Administer the appropriations for the expenses of the Ministry’s own budgets of the Under-Secretariat, approve the budgetary modifications thereof, approve and commit the expenses charged to those appropriations and recognize the economic obligations and propose their payment within the framework of the plan of disposition of funds of the Public Treasury, all within the amount that, if applicable, is established by the owner of the Department for that purpose.
  3. The granting of subsidies and aid within the scope of the Ministry’s competences from the appropriations entered in budget service 01, with the limits established by the head of the Department.
  4. The direction and promotion of policy in geography and coordination in cartography, astronomy, geodesy and geophysics.
  5. Management of the communication and institutional advertising of the Department and the elaboration of the annual Advertising Plan of the Ministry of Transport and Sustainable Mobility, and collaboration in the execution of the editorial policy of the Department.
  6. The establishment and management of information systems, as well as infrastructures in the field of Information and Communication Technologies, within the scope of the Ministry of Transport and Sustainable Mobility.
  7. The establishment and management of the information systems of the Ministry of Transport and Sustainable Mobility aimed at citizens, the attention and information to citizens, as well as the communication and publicity of the agencies and companies dependent on the Ministry.
