The Law of Action and Foreign Service of the State establishes the framework of the actions of the State in international relations: objectives, principles, subjects, areas, planning, coordination, the Foreign Service of the State, personnel and their families. It also regulates collaboration with the Foreign Service of the European Union and Ibero-American Countries.
The Government directs and coordinates foreign policy and action. There are many subjects involved in the external action of the State: State institutions, especially the Crown, the General Administration of the State, the Autonomous Communities, the Local Authorities, their various organs and dependent institutions. For example, the various Ministries, Autonomous Bodies of the State carry out external actions within the scope of their competences.
The Government plans and coordinates foreign policy and action in consultation with the various stakeholders. Elaborates a Strategy and Report of External Action. Pay special attention to the Spain Brand. A Foreign Policy Council advises the President of the Government. An Executive Council makes proposals on human, material and organizational means. There is a consular emergency group to protect Spanish citizens.
The State Foreign Service is made up of all State institutions and bodies abroad. They act under the dependence and coordination of the Ambassador.

The Permanent Diplomatic Missions to States: They coordinate external action in these states. They have a Head Office, Chancellery in charge of managing material and human resources, Chancelleries in charge of various topics, attachés. Also noteworthy are the Economic, Technical, Technical Cooperation, Training, Cultural Offices or the Cervantes Institute.
The Permanent Representations of Spain to International Organizations. Especially before the European Union.
Special diplomatic missions and temporary delegations.
Consular Offices to attend to the processing of different procedures.
