The IV Open Government Plan 2020-2024 responds to the requirements and technical specifications imposed by the membership of Spain in the Alliance for Open Government. This version, due to its technical language and degree of detail, can be excessively complex to facilitate its understanding by the general public.

For this reason, the IV Open Government Plan 2020-2024 verection citizenship, which stands out for the clarity of its language, its simplicity and graphic presentation, and which allows it to be disseminated and made cognitively accessible to citizens the commitments that, in the current Open Government Plan, have been made by the Public Administrations to improve transparency and accountability, promote citizen participation in public affairs, strengthen public integrity and promote collaboration with society, as well as to provide citizens with information on the initiatives that contribute to the exercise of their rights to public information and participation in public affairs.

This Open Government Guide for Employees and Employees Publics is one practical and useful tool to understand the fundamental notions of what an Open Administration is, obtaining practical ideas for the implementation of projects of openness and innovation in public institutions, through transparency, participation and collaboration with the citizens. It aims to advance awareness of the principles and values of the Open Administration, as a basic element to continue promoting its social diffusion, as well as its institutionalization and formal consolidation within the public sector.

This Open Government Guide is the result of the commitment of the Center for Political and Constitutional Studies (CEPC) with the democratic principles and values that preside over the IV Open Government Plan 2020-2024, in which the objectives of the General Administration of the State, other public administrations and civil society itself are materialized to consolidate transparency and access to public information of the citizens.
