The State shall grant unconditional annual subsidies to political parties represented in the Congress of Deputies, from the General Budgets of the State, to meet their operating expenses.
Likewise, an annual allocation may be included in the General Budgets of the State to cover the security expenses incurred by the political parties to maintain their political and institutional activity.
The grants will be distributed according to the number of seats and votes obtained by each political party in the last elections to the Congress of Deputies.
For the allocation of these grants, the corresponding budgetary appropriation shall be divided into three equal amounts. One of them will be distributed in proportion to the number of seats obtained by each political party in the last elections to the Congress of Deputies and the remaining two in proportion to all the votes obtained by each party in those elections.
