The Open Government Forum

What is it?

The Open Government Forum is a space for participation and permanent dialogue between public administrations (state, regional and local) and representatives of civil society, the aim of which is boost collaboration, transparency, participation and accountability. In it they participate, with an equal number of representatives, public administrations and civil society.

Created and regulated by Royal Decree 371/2026, of 6 May, establishing and regulating the Open Government Forum.

Featured activities

• Design and follow-up of Open Government Action Plans.
• Organization of the Open Administration Week.
• Approval of the document “Common position of the Spanish Public Administrations on citizen participation”, which was referred to the Europe with EU Citizens Committee.
• Creation of the Open Government Forum by Order HFP/134/2018, of February 15, which regains its organization and functions.
• Agreement amending the rules of operation of the Forum (October 29, 2020).
• Agreement of the members of the Open Government Forum for Inclusive Communication of the values of Open Government.
• Approval of the V Open Government Plan of Spain 2025-2029
• Agreement to ratify the constitution of the Working Subgroup for the reform of Law 19/2013, of December 9, on transparency, access to information and good governance and the Community of Practice of citizen participation.
• Approval of the V Open Government Plan of Spain 2025-2029
• Call for prior public consultation on the reform of the Open Government Forum, so that any interested person or organization would have the opportunity to make their contributions or comments to the text. The consultation took place between 16 and 30 January 2026, both inclusive. Report of results
