What is it?

The Open Government Forum is a space for participation and permanent dialogue between public administrations (state, regional and local) and representatives of civil society, the aim of which is boost collaboration, transparency, participation and accountability. In it they participate, with an equal number of representatives, public administrations and civil society.

It was created through the Order HFP/134/2018, of 15 February, which includes its organization and functions. The Forum adopted its complementary operating rules on 29 October 2020 (see agreement).

Featured activities

• Approval of the V Open Government Plan of Spain 2025-2029
• Design and follow-up of Open Government Action Plans.
• Organization of the Open Administration Week.
• Approval of the document “Common position of the Spanish Public Administrations on citizen participation”, which was referred to the Europe with EU Citizens Committee.
• Agreement amending the rules of operation of the Forum
• Agreement of the members of the Open Government Forum for Inclusive Communication of the values of Open Government.
• Agreement to ratify the constitution of the Working Subgroup for the reform of Law 19/2013, of December 9, on transparency, access to information and good governance and the Community of Practice of citizen participation.
