Ministry of Universities

1. The development of university policy, in coordination with the Council of Universities.
2. The development of participatory processes that are considered necessary for the promotion of university policy.
3. The planning, coordination and evaluation of the lines of action of the programs in the university field.
4. The elaboration of the proposals for general provisions in the areas of its competence, as well as relations and consultations with the autonomous communities, universities and the natural and legal persons concerned during their processing.
5. The design, planning and direction of the policy of scholarships and study grants, within the scope of its competences, in coordination with those of the Ministry of Education and Vocational Training.
6. The organization, programming and management of the actions that are the responsibility of the General Administration of the State in the field of higher university education.
7. The coordination of relations with the autonomous communities in university matters, through the General Conference of University Policy.
8. The coordination of relations with local corporations in university matters.
9. The promotion of collaboration in the field of scientific research, development and technological innovation of universities with other public and private research and innovation bodies, in coordination with the Ministry of Science and Innovation.
10. The direction of international relations in the field of universities, as well as the monitoring of the actions of the European Union and international organizations in this field and the definition of international cooperation programs in the field of university education, bilateral or multilateral, without prejudice to the competences of the Ministry of Foreign Affairs, European Union and Cooperation.
11. Assistance to the person in charge of the Ministry in the preparation of the meetings of the Council of Education, Youth, Culture and Sport of the European Union within the scope of the department and without prejudice to the competences of other Ministries by reason of the matter.
12. The promotion and coordination of the international educational activity of territorial public administrations in the field of university educational external action.
13. The functions attributed to the Ministry of Universities in the management of operational programs cofinanced by community funds in the field of universities.
14. The promotion of policies of equality, non-discrimination and universal accessibility in the university sphere, the promotion of actions and activities to know the situation of women with respect to that of men and the effect of the public policies implemented that affect women in the university sphere in relation to their development, implementation and impact, as well as the promotion of the participation of women in the university and research sphere, on an equal level, without prejudice to the competences that correspond to the Undersecretariat of Universities.
15. In particular, it shall perform the following functions:
    1. The programming, coordination and administrative and economic-financial management of aid programs for training, mobility, improvement and updating of knowledge in postgraduate, doctoral and postdoctoral studies.
    2. The programming, coordination and administrative and economic-financial management of aid programs for the training, mobility, improvement and updating of knowledge of university teaching and research personnel and university administration and services personnel.
    3. The planning, implementation, dynamization and management of programs aimed at the management, modernization and empowerment of university management structures and infrastructures that favor the institutional consolidation of universities.
    4. The design and administrative and economic-financial management of university loan programs aimed at university students to finance the cost of studies.
    5. The administrative and economic-financial management of other specific grants in the university field not subject to the state system of scholarships and study grants.
    6. The organization of university education, as well as the preparation of the rules of competence of the General State Administration relating to university education and university access and admission, in coordination with the Ministry of Education and Vocational Training.
    7. The development of the European Higher Education Area and the promotion of the necessary actions for the adaptation of university degrees.
    8. The establishment of the conditions and requirements for the verification and accreditation of official Spanish undergraduate, master’s and doctoral degrees, and for their inscription in the Register of Universities, Centres and Degrees (RUCT) referred to in the twentieth additional provision of Organic Law 6/2001, of 21 December, as well as the processing and promotion of the corresponding verification and accreditation procedures.
    9. Those that correspond to the General Administration of the State regarding the regime of university professors and their accreditation, as well as in the field of remuneration of university professors, and the promotion and promotion of the quality of teaching activity.
    10. The establishment of guidelines for the issuance of official university degrees, postgraduate degrees and equivalents, their corresponding registration in the National Register of Official University Graduates (RNTUO) and the management and custody thereof.
    11. The recognition of foreign degrees and qualifications of higher university, postgraduate and equivalent education and the functions that correspond to the department in relation to the application of the own regulations of the recognition of degrees, for the purposes of the exercise of the right of establishment and freedom to provide services, and in the field of professional qualifications as a consequence of the transposition of the European Union regulations in this field.
    12. Those that correspond to the department regarding the training of specialists in health sciences, relations with health institutions and the granting and issuance of Spanish degrees of specialties in health sciences.
    13. Those that correspond to the General Administration of the State on the declaration of equivalence, the recognition and homologation of other university degrees of its own with respect to the officers, as well as the recognition for civil purposes of the degrees of the universities of the Catholic Church in accordance with the provisions of the regulations of development of the Agreements between the Spanish State and the Holy See.
    14. The implementation of a system of comprehensive care for students and university graduates within the framework of the European Higher Education Area that responds to their needs and demands in the new educational and social context.
    15. The promotion of specialized care programs aimed at students.
    16. The planning, direction and management of educational programs with the outside in the field of higher university education.
    17. Coordination and administrative support for collegiate bodies in university matters.
    18. The direction of the state actions in the field of university research activity and of the Knowledge Transfer Offices in the university field, in coordination with the Ministry of Science and Innovation.
    19. The development and management of the Integrated University Information System for the evaluation and monitoring of the Spanish University System, as well as the promotion of activities in this field, all this without prejudice to the competences of other governing bodies of the department.
    20. The preparation, promotion and dissemination of studies, surveys, reports, indicators and statistics relating to the university system without prejudice to the coordination of other governing bodies of the department in this field.
    21. The implementation of activities and reports to monitor and evaluate the university system, its strategies, plans and programs, without prejudice to the coordination of other governing bodies of the department in this field, as well as the preparation and promotion of studies and reports on teaching, research, transfer of knowledge of universities and innovation and improvement of the quality of university education.
    22. The promotion of student mobility within the European Union through the design, planning and, where appropriate, management of national action programs or participation in the design and planning of European action programs, through the Spanish Service for the Internationalization of Education, in collaboration with the Ministry of Education and Professional Training in the scope of its competences.
    23. The promotion of mobility in the international extra-community field of university students and graduates in coordination with other specialized agencies and institutions, through the Spanish Service for the Internationalization of Education.

1. The ordinary representation of the Ministry.
2. The institutional relations of the department with agencies and entities of a public and private nature, without prejudice to the competences attributed to other organs of the department.
3. The exercise of the functions established in article 68 of Law 40/2015, of 1 October, in the field of advice, technical support and direct management in the international field in case they are not expressly attributed to other organs of the department.
4. Support to the head of the department and its governing bodies in the planning and coordination of the Ministry’s activity through appropriate technical advice.
5. The elaboration and coordination of the general plans of the department in terms of regulations, budgetary policy, personnel and remuneration, heritage, real estate and infrastructure, information and communication technologies, economic programming and budgetary control.
6. The promotion, coordination, support and supervision of the department ' s general provisions development activities, as well as the efforts related to their publication.
7. The direction, promotion and management of the functions related to the processing of the affairs of the Council of Ministers, the Government Delegated Commissions, where appropriate, and the General Commission of Secretaries of State and Under-Secretaries.
8. The promotion and coordination of the relations of the Ministry of Universities with the jurisdictional bodies, with the other departments of the General Administration of the State, with the Government Delegates and Subdelegates and with the other bodies of the General Administration of the State in the territory.
9. The direction of the inspection function on the services, agencies and centres dependent on the department, especially with regard to the personnel, procedure, economic regime, facilities and endowments of these, as well as the assistance to the person who owns the department in the functions of control of their activity, performing those that allow to evaluate the operation, effectiveness and performance of the personnel and services of the Ministry.
10. The management of administrative services, their rationalization and computerization, statistics, administrative information and documentation and the dispatch of matters not attributed to the competence of other higher organs of the department.
11. The coordination of the actions of the department in the field of gender equality, including the exercise of the functions of the Equality Unit of the Ministry, as foreseen in article 77 of Organic Law 3/2007, of March 22, for the effective equality of women and men, and in accordance with Royal Decree 259/2019, of April 12, regulating the Equality Units of the General Administration of the State.
12. Our own functions as a National Authority linked to the Erasmus+ Programme.

In particular, it shall perform the following functions:

1. The economic study and report of the acts and provisions with economic-financial impact on the budgets of expenses and income.
2. The determination of the structure of the programmes and subprogrammes in which the activity of the department is specified, the preparation and processing of the annual preliminary draft budget, the monitoring of the execution of budget appropriations and the processing of their modifications, as well as the monitoring of the degree of achievement of objectives with respect to the programmes and actions determined in the annual law of general budgets of the State.
3. In particular, it will be responsible for budgetary management and economic-financial control of the actions of the budgetary services corresponding to the higher and executive bodies of the department.
4. The analysis and coordination of the financial resources allocated to the department, as well as the coordination and monitoring of the application of European or international funds for programmes or projects of the department and its agencies, without prejudice to the functions attributed to other units and agencies of the department.
5. The functions of assistance to the governing bodies in the preparation of the contracting dossiers and in the processing of the procedures for awarding contracts and the assistance and support to the bureau and contracting board of the department, as well as the economic-financial processing of these dossiers when it is not attributed to other units and agencies.
6. The economic-financial processing of grant concession files and agreements, commissions and other legal acts and businesses when they involve the acquisition of financial commitments by the department and are not attributed to other units and agencies.
7. The empowering and paying functions of the Ministry, except in cases where the actions of a certain unit of the Ministry require placing in it an own pay box, as well as those related to the Central Cash Unit.
8. The internal regime of the central services of the department and the conservation, repair and reform, intendency, operation and security of the buildings in which said services have their headquarters; the formation and updating of the inventory of the movable goods of those, as well as the equipment of the administrative units of the department.
9. The elaboration of the personnel policy attached to the department and, in particular, its planning and management, through the forecasting of needs; the proposal of public employment offer, selection and provision; the proposal of modification of the relations of jobs; the forecasting and monitoring of personnel expenditure, as well as all aspects derived from the application of the regulations in this regard, the allotment of personnel and salaries and payroll.
10. The training of staff, the management of social action and the prevention of occupational risks.
11. The relationship with trade union organizations and other representative professional associations.
12. The inspection of the services of the organs and agencies dependent on or attached to the department.
13. The exercise of disciplinary authority for serious or very serious misdemeanours of the personnel of the department and its public agencies, except for separation from service.
14. Coordination of activities related to public policy evaluations of the department in support of the Institute for the Evaluation of Public Policies of the Ministry of Territorial Policy and Public Service, in accordance with the plan of public policy evaluations approved by the Council of Ministers.
15. The development of the information systems necessary for the operation of the services, the promotion of digital transformation and innovation in the department.
16. The management of the attention to citizenship provided through the Citizen/Citizen Information Center and the telematic services developed for this purpose.
17. The coordination and publication of digital content on the web portal and the management of the department's electronic headquarters.
18. The organization and management of the registration assistance offices of the department.
