The Ministry of Industry and Tourism is the Department of the General Administration of the State responsible for the proposal and implementation of the Government ' s policy on industry and tourism, which covers, among other aspects, industrial strategy and development, entrepreneurship and small and medium-sized enterprises; the promotion and defence of industrial property and tourism policy, as well as the other competences and powers conferred on it by the legal system.
The promotion, proposal, development and monitoring of the general policy of the department in relation to industry, entrepreneurship and SMEs. As well as the programming and supervision of the activities of the department in these matters.
The elaboration and implementation of industrial policies that affect industries and industrial ecosystems, as well as entrepreneurship and SMEs, national or emanating from the European Union. The proposals to incorporate into the legal system the policies and actions emanating from international and European Union regulations, as well as the promotion, coordination and advice of European and international affairs and technical cooperation in the areas of competence of the Secretary of State for Industry.
The proposal and implementation of policies to support and promote SMEs, as well as programmes aimed at improving their competitiveness, facilitating their access to finance and promoting entrepreneurship.
The functions related to cooperation and coordination with the autonomous communities in the field of industry and those aimed at promoting and promoting entrepreneurship and entrepreneurial activity of the SME.
The proposal and, where appropriate, the execution of actions that reduce the administrative burdens of entrepreneurs and SMEs, favoring their creation and the development of their activity, without prejudice to the competences of other Ministries.
The conclusion of establishment agreements and the management of Entrepreneurship Points of Attention (PAE Network) and other agreements that can be established for the promotion of entrepreneurship and SMEs with the different Public Administrations and other agents of the ecosystem.

The development of policies, plans and programs of support and impulse to facilitate the industry, as defined in article 3 of Law 21/1992, of 16 July, on Industry, a favorable environment and the necessary conditions to improve its competitiveness, modernization, technological and innovative promotion, the sustainable and digital transformation of industrial companies and the decarbonization of industry and SMEs, and that promotes the international competitiveness of these sectors. All this without prejudice to the competences attributed to other ministerial departments and coordination with other administrations in those matters that directly impact on the competitiveness of the industry.
The elaboration of policies for industrial development and transformation, which stimulate the generation and consolidation of the Spanish industrial fabric, greater open strategic autonomy and the competitiveness of companies, in collaboration with the autonomous communities.
The promotion of the creation and strengthening of industrial ecosystems, the dialogue with the industrial business sector and business associations to, among other purposes, promote intra-sectoral and inter-sectoral cooperation between companies and business associations to carry out actions of common interest linked to the development of industrial activities that involve joint demand for services, their modernization or international expansion.
The elaboration, monitoring and development of programs and actions, as well as the promotion of collaborative networks to promote industrial culture, capacities for industrial transition and visibility of the industry in the territory, supporting its activity and its necessary transformation, with special attention to smaller territories, rural areas and at risk of depopulation.
The promotion, direction and follow-up of actions and programs related to strategic industrial sectors, including representation and participation in international organizations and companies. In particular, it will be responsible for promoting, directing and monitoring actions and programmes related to the defence, aeronautics and space industry, without prejudice to the competences of other ministries. It will also be responsible for promoting and disseminating the policies and plans linked to the PERTE VEC, the transformation of industrial ecosystems linked to the automotive sector and the development of an ecosystem for the manufacture of electric and connected vehicles.
The promotion and promotion of the adaptation and compatibility of industrial activities to environmental and safety requirements, without prejudice to the competences that may correspond to other ministerial departments, encouraging companies to develop and incorporate appropriate technologies.
The elaboration, in agreement with the autonomous communities, of programs and initiatives in the field of industrial quality and safety that contribute to competitiveness and the elimination of technical barriers, and the elaboration and proposal of regulatory provisions for the management of industrial activities and infrastructure for industrial quality and safety.
The realization of studies, statistics, databases, reports and analysis of the industry of sectoral, regional and aggregate scope, and for the monitoring and evaluation of the policies carried out by the State Secretariat of Industry.
Any other action that the holder of the Ministry of Industry and Tourism entrusts to him within the scope of the competences granted to him by Law 21/1992, of July 16, on Industry, and its development rules.
It will carry out as many actions as are necessary for the definition, development, coordination and execution of the State tourism policies, without prejudice to the competences of the Interministerial Commission on Tourism, as well as the institutional tourism relations of the General Administration of the State with international organizations, public or private, and international tourism cooperation, in coordination with the Ministry of Foreign Affairs, European Union and Cooperation. It is also responsible for proposing and developing regulatory initiatives in its area of competence. In addition, through the Institute of Tourism of Spain (TURESPAÑA), O.A., whose Presidency falls to the holder of the Secretary of State for Tourism, exercises the function of external promotion of tourism.
The ordinary representation of the Ministry.
The senior leadership of all the staff of the Department and the resolution of all matters related to it, except for cases reserved to the decision of the persons holding the Ministry or the Secretariats of State.
The external institutional relations and administrative relations of the Ministry with other ministerial departments, entities or public administrations within the scope of the competences of the Under-Secretariat, without prejudice to the competences attributed to other superior and executive bodies.
Administrative relations with the entities and agencies dependent on the Department, without prejudice to the competencies attributed to other superior and governing bodies.
The economic and financial processing of grant awards and agreements, commissions and other legal acts and transactions when they involve the acquisition of financial commitments by the Undersecretariat, as well as the coordination and control of the performance of the Department’s Pay-Out Funds, the processing of payments that are made through payment to justify and a fixed cash advance from the Pay-Out Funds attached to the central services.
The relationship, in matters within the competence of the Under-Secretariat, with the territorial units of the Ministry and the evaluation of the resources necessary for its operation, without prejudice to the coordination and functional competences that correspond to other organs of the Department.
The adoption and promotion, under the direction of the head of the Ministry, of measures aimed at the centralized management of human resources and material resources within the Department.
The promotion and coordination of the instructions and orders of service that should be issued for the management of the Department’s own matters, as well as the proposal of the organizational measures of the Ministry and direct the operation of the common services through the corresponding instructions and orders of service.
The direction and coordination of the competences attributed to the Budgetary Office of the Department by its specific provisions.
The overall direction, promotion and coordination of the Department ' s common services, the management of the internal system and other general services, the direction and organization of the Ministry ' s general register, the direction and organization of the Ministry ' s Registration Assistance Offices, as well as the exercise of the powers vested in the Department ' s Registration Authority in relation to the issuance of electronic certificates for its public employees and employees.
The planning, preparation, supervision and management of projects for the execution of works, the maintenance, permanently updated, of the inventory of real estate belonging to the Ministry, the furnishing and non-computerized office equipment of the administrative units of the Department, as well as the patrimonial management competences relating to the lease of real estate provided for in the current legislation.
The economic and financial management and the study, preparation and proposal of the contracts to be concluded by the Department, without prejudice to the competences attributed to other superior or executive bodies of the Ministry, as well as the coordination of the collegiate bodies of the Department in the field of recruitment. The definition and monitoring of the implementation of the strategy on information and communication technologies of the Ministry and its different agencies, in accordance with the Digital Transformation guidelines adopted by the General Administration of the State.
The development of the information systems necessary for the operation of the services and for the analysis and exploitation of data available for the evaluation of public policies, the promotion of digital transformation and innovation in the Department, the management and administration of voice and data communication networks in central and peripheral services, the implementation and maintenance of computer security measures, and computer systems for the management of classified information, the management of the departmental user service center, the administration of the Internet domain, the development of web portals, the electronic headquarters and the intranet of the Ministry, as well as the promotion of the presence of the Department in social networks.
The preparation of the Ministry ' s annual preliminary draft budget and the coordination of the budgets of its affiliated public agencies, as well as the monitoring of budget implementation and the authorization and processing of its modifications.
The general inspection and supervision of the performance and operation of the organs, units and public bodies dependent or attached to the Department, the proposals for the improvement of the quality of services, as well as any other function that, within the nature of the competences of the services inspections, is attributed to them by the legal system in force as foreseen in Royal Decree 799/2005, of 1 July, by which the general inspections of services of the ministerial departments are regulated.
Advising and promoting the professional integrity and ethical behavior of public employees and their organizations, especially in the prevention and control of fraud within the Department. The processing of compatibility files relating to the personnel of the Ministry, as well as of public agencies and entities linked to it to which the regulations on incompatibilities of personnel in the service of public administrations apply. Likewise, the prevention of interpersonal conflicts and the processing of disciplinary files of Department staff.
Technical and administrative assistance and advice to the senior and management bodies of the Department and its public agencies for their projects and initiatives to improve services.
The studies and analysis of organizational, remuneration, administrative procedures and management processes and working methods. Especially, the coordination of actions aimed at innovation, as well as the simplification of procedures in the Department and its public agencies, the reduction of administrative burdens and the maintenance of the information contained in the Administrative Information System.
The evaluation of compliance with the annual and multiannual plans and programs, in accordance with the provisions of article 6 of Law 19/2013, of 9 December, on transparency, access to public information and good governance, as well as the adjustment of the results to the proposed objectives, collaboration in the evaluation of the performance of public units and services, the study of risks and weaknesses and the proposal of action measures. The analysis, monitoring and coordination of plans and programmes of a transversal nature promoted by other departments, agencies and entities, within the competences of the Ministry of Industry and Tourism, when such functions are not assigned to other organs of the Department.
The exercise of the functions of the Transparency Information Unit of the Ministry of Industry and Tourism, as foreseen in article 21 of Law 19/2013, of 9 December, and the coordination of initiatives in the field of open government within the Department. Likewise, the direction and coordination of the services of administrative information and relationship with the citizen, in the terms established in its regulatory regulations.
The exercise of the functions of the Equality Unit of the Ministry of Industry and Tourism, as foreseen in article 77 of Organic Law 3/2007, of 22 March, for the effective equality of women and men.
The planning, management and administration of the human resources of the Department and, where appropriate, of its autonomous bodies, the development of job relations and remuneration management, relations with trade unions and professional associations of civil servants, as well as appropriate collective bargaining.
The development of training plans for the Department ' s staff and the direction of their implementation and the planning, direction and management of social action and prevention programmes for occupational health and care of the working conditions of the Department ' s staff and, where appropriate, its affiliated public agencies.
The exercise of the functions of the Inclusion Unit of staff with disabilities of the Ministry, as foreseen in the fifteenth additional provision of Royal Decree-Law 6/2023, of 19 December, which approves urgent measures for the implementation of the Plan of Recovery, Transformation and Resilience in the field of public service of justice, public service, local regime and patronage.
The coordination and supervision of data protection policy, as provided for in Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data and repealing Directive 95/46/EC, and in Organic Law 3/2018 of 5 December on the Protection of Personal Data and the Guarantee of Digital Rights, and other provisions in force in this field, within the scope of the competences of the Department.
The exercise of the functions of coordination and follow-up of the activity in the field of evaluation of public policies within the scope of the Ministry and its related or dependent public agencies, as foreseen in article 27.1 of Law 27/2022, of December 20, on institutionalization of the evaluation of public policies in the General Administration of the State.
The coordination of the institutional advertising campaigns of the Department, with the collaboration of the different units and entities proposing them.
Monitoring the implementation of investments and reforms of the Recovery, Transformation and Resilience Plan that correspond to the Ministry of Industry and Tourism.
To support the Secretary of State for Industry in promoting, promoting and disseminating policies and plans for the transformation of industrial ecosystems in the agri-food sector, within the scope of the agri-food PERTE, including both those that correspond to the General Administration of the State within the scope of its competences, and those that may result from support and collaboration with other public administrations.
