The Ministry of Defence is responsible for exercising all the powers and powers conferred on it by the legal system as the body responsible for the development and implementation of the Government ' s general guidelines on defence policy.
This Ministry has, as a higher body, the Secretariat of State for Defence, as well as the others provided for in the legal system and, specifically, in the legislation on military organization.
The Secretary of State for Defense is the highest body of the Department to which belongs, in addition to the competences entrusted to it by article 62 of Law 40/2015, of 1 October, on the Legal Regime of the Public Sector, the direction, promotion and management of weapons and material policies, research, development and industrial, economic, infrastructure, environmental and systems, technologies and information security in the field of Defense, as well as the promotion of the digital transformation process of the Department.
Likewise, it will contribute to the elaboration and execution of the defense policy and exercise the competences that correspond to it in the planning of the Defense.
Develop and propose provisions on personnel, recruitment, military education, professional development of military personnel and reservists of special availability, health and cultural heritage.
To direct and coordinate the general management of military personnel and the specific management of the common bodies of the Armed Forces and of military personnel who are not included in any of the Armies or the Navy.
To direct and coordinate the retributive policy.
Promote and coordinate legislative and regulatory development.
To direct the planning and development of the recruitment policy and general regime of military personnel.
To direct and coordinate social policy.
Maintaining relations with the organs of military jurisdiction with regard to the provision of means and the execution of judicial decisions.
Manage the “Official Bulletin of the Ministry of Defense”.
Exercise the powers conferred on it by the current regulations on the peripheral structure of the Department.
Promote the policy of equality.
Exercise the competences on the prevention of occupational risks that are attributed to him/her by the current rules in the field of the Ministry of Defense.
Promote the dissemination of the cultural heritage of Defense.
Supervise the direction of all functions related to the horse breeding service of the Armed Forces.
Promote digital administration, knowledge management and process management, within the scope of the Under-Secretary of Defense.
Promote and coordinate the cultural policy of the Department.
Manage and coordinate the Defense Archival System, the Defense Library Network, and the Defense Museum Network.
Exercise, within the scope of the Department, the functions of the current regulations on Transparency and Open Government.
Coordinate the data protection policy, in accordance with the current regulations on the subject.
Supervise the coordination and monitoring of the activity in the field of public policy evaluation within the Ministry of Defense.
To hold the presidency of the Higher Council of Military Sports and the competences of the Department in the fields of physical education and sport.
To propose the prospective and strategic planning of human resources in the organization of the Ministry of Defense.
To monitor and evaluate the international situation in the field of security and defence policy.
Propose the guidelines of defense policy.
Lead the Defense Diplomacy Plan.
Conduct bilateral relations with the States in the field of defence policy.
To direct the Ministry’s participation in international security and defense organizations.
Lead the elaboration of international treaties, agreements and conventions that affect the Defense, in coordination with the Ministry of Foreign Affairs, European Union and Cooperation.
Coordinate the Department’s contribution to State action to address crisis and emergency situations.
Planning the Spanish contribution to emergency civil planning in international security and defense organizations.
To provide for the Department ' s action in the field of arms control, non-proliferation and disarmament.
Propose and coordinate the cultural policy of security and defense and the promotion of national defense awareness.
To promote institutional relations.
To promote the development of multilateral defence policies in global common spaces and in the fight against climate change, without prejudice to the competences of other ministerial departments.
