The Ministry of Health is responsible for proposing and implementing the Government ' s policy on health, planning and health care, as well as exercising the powers of the General State Administration to ensure citizens ' right to health protection.
The State Secretariat for Health is the highest organ of the Department responsible for carrying out the functions relating to public health, inter-territorial coordination, high inspection, health planning, development and updating of the common service portfolio of the National Health System, management of the health professions and development and implementation of pharmaceutical policy, as well as the functions relating to public financing and pricing of medicines and health products and the development of the Ministry ' s policy on the coordination of transplant policy. Likewise, it is responsible for promoting health strategies, as well as relevant actions in the areas of food safety for human consumption, including nutrition and quality aspects with an impact on the health and safety of the food chain, all without prejudice to the competences attributed to the Ministry of Consumption and the Ministry of Agriculture, Fisheries and Food. It is also responsible for the development and fulfilment of the Department ' s responsibilities for the coordination and implementation of the National Drug Plan, particularly with regard to drug addiction and other addictions.
The General Secretariat of Digital Health, Information and Innovation of the National Health System is the governing body of the Department that is responsible for addressing the projects of modernization, innovation, improvement and transformation of the National Health System in light of the new challenges arising from the COVID-19 pandemic, in particular those related to digital health and information systems. Likewise, it is responsible for carrying out activities aimed at the transfer of innovation and advances in research to the National Health System, without prejudice to the competences attributed to the Ministry of Science and Innovation and the autonomous communities.
It is also responsible for the development of information systems, information management and identification of the protected population and access to clinical and therapeutic information.
It is also responsible for the control of health information, within the Department’s sphere of competence.
In addition, the General Secretariat of Digital Health, Information and Innovation of the National Health System will carry out the following functions:
Develop, process and promote technical and administrative documentation linked to projects with national and European funding carried out within the Ministry of Health.
Carry out regular monitoring and technical evaluation of the implementation of the projects referred to in the previous paragraph.
To facilitate the development and implementation of strategic lines on research and innovation in the health sector, aimed at incorporating improvements in the care of the patient population and in the organization and operation of the National Health System, in collaboration with other agencies and institutions involved, and in particular with the Carlos III Health Institute.
Carry out the necessary actions for the development and maintenance of the Health Information System of the National Health System defined in chapter V of Law 16/2003, of 28 May, on the cohesion and quality of the National Health System, ensuring its standardization, comparability, transparency and accessibility within the legal framework of personal data protection.
Develop and manage the statistical plan on health and the health system for state purposes, as well as those of supranational general interest and those arising from commitments to supranational and international organizations.
Prepare the Annual Report of the National Health System with a comprehensive approach to health and its protection and from the perspective of equity, quality and efficiency, as well as the periodic evaluation reports on the health situation, the functioning, performance, and results of the health system and its comparative analysis with other health systems, including the expectations and opinion of citizens and the results in the patient population.
Assume the functional management of the common services of the National Health System related to Protected Population and interoperability of the Digital Clinical History and Electronic Prescription, both nationally and internationally, as well as elaborate and maintain the general register of health centers, services and establishments.
To represent the Ministry of Health in the competent national and international bodies in the field of information, statistics and evaluation of the health sector.
To promote the diligent and ethical use of the data used in the National Health System, in collaboration with the autonomous communities and other agents involved, as well as to ensure its integrity and proceed to its dissemination, in the terms and conditions established by the applicable regulations.
Coordinate and supervise the data protection policy in compliance with the applicable regulations in this field within the scope of the competences of the Department.
