Orders to own media personified They are a way in which a public entity can ask another entity (which may be public or private) to do specific work, such as works, supplies, services, concession of works or concession of services. This is done directly, without changing who has responsibility for the work. In return, the entity that does the work receives financial compensation.
La Law 9/2017, of 8 November of Public Sector Contracts (LCSP), refers to commissions as “vertical cooperation systems” used by entities belonging to the public sector in exercise of the power of self-organization that they have.
The LCSP distinguishes whether the order emanates from an entity that has the status of contracting authority (Article 32 LCSP) or whether, on the contrary, it does not have the status of contracting authority (Article 33 LCSP).
