The Ministry of Agriculture and Fisheries, Food and the Environment is the competent department within the General State Administration for the proposal and implementation of the Government's policy on:
combating climate change,
protection of natural heritage, biodiversity and the sea,
water,
rural development,
agricultural, livestock and fishery resources; and
food.
In the area of State competences, the elaboration of State legislation in the field of
waters and coasts,
environment and mountains,
meteorology and climatology;
the proposal and implementation of the Government's general guidelines on agricultural, fisheries and food policy;
the direct management of the public water domain, of the public sea-land domain;
the representation of the State in the international bodies responsible for these matters, without prejudice to the powers of the Ministry of Foreign Affairs and Cooperation;
as well as the coordination of actions, cooperation and concertation in the design and implementation of all policies that affect the scope of competences of the autonomous communities and the other public administrations, promoting their participation through the appropriate bodies and instruments of cooperation.
The attribution of the above powers to the Ministry of Agriculture and Fisheries, Food and Environment is without prejudice to the provisions of the Statute of the State Meteorological Agency in relation to the administrative powers corresponding to the said Agency.
