The Ministry of Social Rights, Consumption and Agenda 2030 is responsible for proposing and implementing the Government’s policy on social rights and social welfare, the family and its diversity, social cohesion, care for dependent persons or persons with disabilities, as well as protection of the rights and welfare of animals.
Likewise, the Ministry of Social Rights, Consumption and Agenda 2030 is responsible for proposing and implementing the Government’s policy on consumption, protection of consumers and regulation of gambling.
Likewise, the Ministry of Social Rights, Consumption and Agenda 2030 is responsible for proposing and implementing the Government’s policy on promoting, monitoring and cooperating in the implementation of the 2030 Agenda and the fulfillment of the Sustainable Development Goals.
The powers conferred by this royal decree shall be understood without prejudice and in coordination with those corresponding to other ministerial departments.
The articulation of the participation of the General State Administration in the System for Autonomy and Care of Dependency, in the terms provided in Law 39/2006, of December 14, on the Promotion of Personal Autonomy and Care for People in Dependency.
The promotion and development of policies aimed at persons with disabilities, within the scope of competences constitutionally reserved for the State.
The exercise of the guardianship of the State over the assistance entities outside the public administration, without prejudice to the functions attributed to the Protectorate of the foundations of State competence.
The promotion of social services and the promotion of cooperation with non-governmental organizations and the promotion of social volunteering, within the scope of the competences constitutionally reserved for the State.
The protection and promotion of families and their diversity, as well as the prevention of situations of need in which these groups may incur, within the scope of the competences constitutionally reserved to the State and without prejudice to the competences attributed to other bodies.
The formulation of the Department's policies on the protection of animal rights, without prejudice to the competences attributed to other bodies, and cooperation with the autonomous communities, Cities of Ceuta and Melilla, local entities and with social agents and civil society so that the rights of animals and their protection are recognized and respected.
Strategic planning of public policies related to the area of competence in the field of consumption, protection of consumers and management of the Game of the Ministry of Social Rights, Consumption and Agenda 2030, without prejudice to the competences of the Undersecretariat in the matter.
The proposal for the inclusion of the normative projects of competence of the General Secretariat in the annual normative plan, at the request of the dependent Directorates-General, as well as the direction and coordination of the exercise of the competences of the aforementioned Directorates-General and the proposal and formalization of their objectives and action plans.
The promotion of interterritorial institutional cooperation and participation in the relevant international and European Union bodies by reason of the matter, without prejudice to the leadership and coordination functions of the Directorate General of Agenda 2030 in the field of international cooperation.
Coordination of the governing bodies belonging to the General Secretariat in the development and application of European regulations on consumer protection and gambling.
Support for the work, agreements and deliberations of the Sectoral Consumer Conference through the Chair of the Sectoral Consumer Commission.
The coordination of policies and strategies of action that guarantee information, education and promotion of consumption and a responsible and sustainable participation in gambling.
The promotion and coordination of public consumption policies and the promotion of a healthy and sustainable diet, offering guarantees of food safety and quality information to consumers and economic agents in the Spanish agri-food sector without prejudice and in coordination with those corresponding to other ministerial departments.
The guarantee and promotion of the rights of consumers, especially those who may be in a situation of vulnerability.
The promotion and coordination of safe play policies, with attention to the guarantee of public health and the rights of people in vulnerable situations, in coordination and without prejudice to the competences of the Ministry of Health in this matter.
The implementation of institutional campaigns aimed at increasing the information and training of citizens in relation to the subjects subject to their competence.
The resolution of the sanctioning procedures in the field of consumption, in the terms provided in the consolidated text of the General Law for the Defense of Consumers and Users and other complementary laws, approved by Royal Legislative Decree 1/2007, of November 16.
The Under-Secretariat for Social Rights, Consumption and Agenda 2030 is the body responsible for carrying out the functions listed in article 63 of Law 40/2015, of 1 October, and the direction, promotion and supervision of its dependent governing bodies. It is also responsible for coordinating the actions of the Department in relation to matters that will be submitted to the collegiate bodies of the Government.
As the governing body directly attached to the head of the Department, the head of the Office of the Under-Secretary for Social Rights, Consumer Affairs and Agenda 2030 shall be responsible for the regular representation of the Department ' s ministry and institutional relations, including its attached public agencies, without prejudice to the powers attributed to other bodies of the Department, as well as the overall direction, promotion and coordination of the Department ' s common services and attached public agencies, the exercise of the powers corresponding to those common services, as well as assistance to the head of the Department in drawing up and approving the Department ' s action plans and the attached public agencies.
3. In addition, it is responsible, in particular, for the development of the following functions:
(a) The preparation and processing of the Department ' s and its agencies ' preliminary draft budget, the Department ' s budget changes and the corresponding changes of the seconded agencies, as well as the budget report and technical assistance and the functions entrusted to the budget offices.
(b) The economic, financial and treasury management of the budget appropriations of the Department; the allotment and payment functions; the processing of recruitment and other expenditure records not attributed to other organs of the Department, as well as the scheduling and pre-accounting of budget appropriations.
(c) Management within the Department of the internal system, security, assets, works and technical maintenance services, equipment of the units, and planning and monitoring of the implementation of contracts relating to these matters.
(d) The design, development and implementation of the Ministry ' s and its agencies ' computer applications, ensuring their integration and homogeneity, including Internet portals and electronic headquarters; the provision and management of computer and communications equipment, both voice and data, on internal networks and the Internet; management through continuous improvement and monitoring of the Ministry ' s information security; the study, preparation and proposal of the supplies of computer equipment and equipment and of the services and technical assistance necessary for the exercise of the functions entrusted to them.
(e) The promotion of the use of new information and communication technologies by the organs of the Ministry and its agencies, as well as in their relations with citizens, to enable electronic processing and the establishment of an electronic one-stop shop in the social sphere, within the competence of the Department.
(f) The promotion of the use of new information and communication technologies in cooperation with other public administrations and international and supranational agencies; the elaboration, development and implementation of the information and communication technology action plan of the Ministry and its agencies, as well as the management of the resources allocated to its implementation.
(g) The coordination and supervision of actions in the field of information and communication technologies carried out by the Department ' s governing bodies and agencies, including the processing of proposals in this area before the Ministerial Commission on Digital Administration.
(h) The planning and management of the Department ' s human resources; the development and management of job relations; participation in the development of the preliminary draft public employment offer and in the employment plans; the convening and resolution of competitions by the Department ' s staff, its autonomous bodies and management bodies; the training and promotion of staff; relations with the unitary and trade union representation of staff; the establishment of training plans and the management of social action; the prevention of occupational risks and the management of staff costs and empowerment.
(i) Implementation and evaluation of the inspection programmes of the Department ' s services and its affiliated institutional public sector entities.
(j) The proposal for simplification and rationalization of procedures, the conduct of studies and proposals on improving the organization.
k) The examination and proposal actions regulated by Royal Decree 799/2005, of 1 July, which regulates the inspections of services.
l) The exercise of the functions of coordination and follow-up of the activity in the field of public policy evaluation at the level of the Department and its related or dependent public agencies, acting as the Coordination Unit for Public Policy Evaluation of the Ministry.
m) The coordination and supervision of the data protection policy in compliance with the applicable regulations in this field within the scope of the competences of the Department.
n) The exercise of the functions of the Equality Unit and the Inclusion Unit of Staff with Disabilities of the Ministry, as foreseen in article 77 of Organic Law 3/2007, of 22 March, for the effective equality of women and men and in accordance with Royal Decree 259/2019, of 12 April, regulating the Equality Units of the General State Administration, and Royal Decree-Law 6/2023, of 19 December, approving urgent measures for the implementation of the Plan of Recovery, Transformation and Resilience in public service, respectively.
n) The exercise of the functions of the Information and Transparency Unit of the Ministry, as foreseen in article 21 of Law 19/2013, of 9 December, on transparency, access to public information and good governance.
(o) Support for the coordination of open government initiatives within the Ministry.
(p) Institutional coordination and statistical relations with the National Statistical Institute, other ministerial departments, other public administrations and international agencies. It is also responsible for disseminating the statistics and studies considered to be of interest to the Department and promoting the statistical use of administrative records.
(q) Promotion, elaboration, coordination and follow-up of the Ministry ' s Strategic Grant Plans.
