In March 2023, Spain presented its candidacy to be part of the Steering Committee of the Open Government Alliance, being elected by vote with EE. U.S. and Kenya as a member of this Committee.
On this milestone, at the 8th Summit of the Alliance for Open Government held in Tallinn, Estonia, in September 2023, Spain was unanimously elected to co-chair the Steering Committee of the Alliance for Open Government (OGP) between October 1, 2023 and September 30, 2025.
The co-chairmanship of the Steering Committee involves:
- have been incoming co-chairs among 1 October 2023 and 30 September 2024under the co-chairmanship of Kenya and civil society representative Blair Glencorse (CEO of Accountability Lab).
- Be co-chairs leader among 1 October 2024 and 30 September 2025, along with Cielo Magno, national coordinator of the Filipino organization Bantay Kita, representing civil society.
- To be part of the Subcommittee on Governance and Leadership during the two years.
- Organize the Global OGP Summit in Spain in 2025.
Once the presidency is over, Spain will continue to be member of the Management Committee until 30 September 2026 and may be re-elected for another three-year term.
The programme of the co-presidency:
The Spanish co-presidency, together with Cielo Magno representing civil society, of the Steering Committee of the Alliance for Open Government (OGP), focuses on build trust between governments and the people they serve Through political leadership, dialogue and collaboration.
The programme of the co-presidency, drawn up jointly by the Secretary of State for Public Service and Cielo Magno, follows the lines of the The Open Government Partnership Challenge.

The programme groups its priorities into three main pillars:
- The people.
- The institutions.
- Technology and open data.
With this program, Spain seeks:
- Lead by example in the promotion and protection of civic space and citizen participation.
- Ensure multi-level governance through global forums and partnerships, not forgetting the local perspective.
- Advocate for the establishment of new global regulatory standards in artificial intelligence and data governance.
The co-chair’s programme inspires the thematic areas to be addressed in the Global Summit of the Alliance for Open Government which will take place in Vitoria-Gasteiz from 7 to 9 October 2025.
