The Ministry of Culture and Sport is the Department of the General State Administration responsible for:
(a) The proposal and implementation of the Government ' s policy on the promotion, protection and dissemination of the Spanish historical heritage, State museums and the arts, books, reading and literary creation, cinematographic and audiovisual activities and State books and libraries, as well as the promotion and dissemination of Spanish culture, the promotion of cultural cooperation activities and, in coordination with the Ministry of Foreign Affairs, the European Union and Cooperation, international relations in the field of culture.
(b) The proposal and implementation of the Government ' s sports policy.
In addition, in coordination with the Ministry of Foreign Affairs, European Union and Cooperation, this Department is also responsible for international relations in the field of sport.
The Superior Council of Sports O.A., an autonomous body attached to the Ministry of Culture and Sport, whose President has the rank of Secretary of State, will exercise the powers attributed to him by Law 10/1990, of October 15, on Sport, Organic Law 3/2013, of June 20, on the protection of the health of the athlete and fight against doping in sports activity, the Statute of the Superior Council of Sports, approved by Royal Decree 460/2015, of June 5, and the other provisions of the legal system. The Spanish Agency for the Protection of Health in Sport is attached to the Ministry of Culture and Sport, through the Higher Sports Council.
