1. The coordination of cultural policies.
2. The promotion of books and reading and Spanish letters.
3. The promotion, protection and dissemination of state libraries.
4. The promotion of cultural industries and patronage.
5. The defense and protection of intellectual property.
6. Cultural cooperation with the autonomous communities.
7. The promotion, protection and dissemination of the Spanish historical heritage, of the state museums and of the visual arts.
8. The promotion, protection and dissemination of state archives.
9. Coordination with public institutions linked to the Ministry, which have attached libraries, museums or collections of cultural property.

1. The ordinary representation of the Ministry.
2. The external institutional relations and administrative relations of the Ministry with other ministerial departments, entities or public administrations within the scope of the competences of the Under-Secretariat, without prejudice to the competences attributed to other superior and executive bodies.
3. Administrative relations with the entities and agencies dependent on the Department, without prejudice to the powers attributed to other governing bodies.
4. The responsibility for providing legal advice to the person in charge of the Department in the performance of his/her duties and, in particular, in the exercise of his/her regulatory authority and in the production of administrative acts falling within the competence of the Department, as well as to the other organs of the Ministry.
5. The impetus, coordination, and monitoring of policy development activities and projects to be approved or proposed to the Department.
6. The direction and impetus of the proceedings relating to the handling of the affairs of the Council of Ministers, Government Delegated Commissions and the General Commission of Secretaries of State and Under-Secretaries.
7. Coordination of the Department’s action abroad and international cooperation, without prejudice to the competences of the Ministry of Foreign Affairs, European Union and Cooperation.
8. The senior management of all staff of the Department and the resolution of all matters related to it, except for cases reserved to the Minister's decision.
9. The promotion and coordination of the instructions and orders of service that should be issued for the management of the Department’s own matters, as well as the proposal of the organizational measures of the Ministry and direct the operation of the common services through the corresponding instructions and orders of service.

The Superior Council of Sports O.A., an autonomous body attached to the Ministry of Culture and Sport, whose President has the rank of Secretary of State, will exercise the powers attributed to him by Law 10/1990, of October 15, on Sport, Organic Law 3/2013, of June 20, on the protection of the health of the athlete and fight against doping in sports activity, the Statute of the Superior Council of Sports, approved by Royal Decree 460/2015, of June 5, and the other provisions of the legal system. The Spanish Agency for the Protection of Health in Sport is attached to the Ministry of Culture and Sport, through the Higher Sports Council.
