Functions

1. The Ministry of Social Rights and Agenda 2030 is responsible for proposing and implementing the Government ' s policy on social rights and social welfare, the family and its diversity, the protection of minors, social cohesion and care for dependent or disabled persons, adolescents and youth, as well as the protection of animals.

2. The Ministry of Social Rights and Agenda 2030 is also responsible for proposing and implementing the Government ' s policy on promoting, monitoring and cooperating in the implementation of the 2030 Agenda and the fulfilment of the Sustainable Development Goals.

  1. The articulation of the participation of the General State Administration in the System for Autonomy and Care of Dependency, in the terms provided in Law 39/2006, of December 14, on the Promotion of Personal Autonomy and Care for People in Dependency.
  2. The promotion of social services and the promotion of cooperation with non-governmental organizations and the promotion of social volunteering, within the scope of the competences constitutionally reserved for the State.
  3. The protection and promotion of families and their diversity and children, as well as the prevention of situations of need in which these groups may incur, within the scope of the competences constitutionally reserved to the State and without prejudice to the competences attributed to other bodies.
  4. The promotion and defence, from an integral perspective, of the rights of children and adolescents, within the scope of the competences constitutionally reserved for the State.
  5. The promotion and development of policies aimed at persons with disabilities, within the scope of competences constitutionally reserved for the State.
  6. The exercise of the guardianship of the State over the assistance entities outside the Administration, without prejudice to the functions attributed to the Protectorate of the foundations of State competence.
  7. Supervision of the control systems of international youth programmes.

  1. Collaborate with the competent bodies of the General Administration of the State for the fulfillment of the sustainable development objectives and the 2030 Agenda.
  2. Collaborate with all public administrations for the fulfillment of the sustainable development objectives and the 2030 Agenda.
  3. Ensure the implementation and proper functioning of the different mechanisms of governance, coordination, dialogue and articulation of the implementation of the 2030 Agenda.
  4. To design, elaborate, develop and evaluate the plans and strategies necessary for Spain to comply with the 2030 Agenda and, in particular, the Sustainable Development Strategy. All this is done in accordance with the principle of institutional loyalty and in collaboration with the competent bodies of the General Administration of the State, with the other competent public administrations, with organized civil society, the private sector, academic institutions and society as a whole.
  5. Promote, support the preparation and elaboration and implementation of the lever policies and agreed measures that accelerate to a greater degree the fulfillment of the 2030 Agenda in our country, without prejudice to the competences attributed to other bodies.
  6. Promote the implementation of the 2030 Agenda in Spain through the promotion of the activity and contribution of organized civil society, the private sector and other actors committed to it.
  7. To exercise the functions of Secretariat of the Government Delegated Commission for the 2030 Agenda.
  8. Evaluate, verify and disseminate the degree of progress in the fulfillment of the objectives of the 2030 Agenda.
  9. Promote the development of the information and statistical systems necessary to demonstrate progress in achieving the objectives of the 2030 Agenda and to make accountability effective, in collaboration with the National Institute of Statistics and other competent administrations.
  10. Collaborate and coordinate with the Ministry of Foreign Affairs, European Union and Cooperation in the international dialogue and representation of Spain in terms of global implementation and accountability of the degree of compliance with the 2030 Agenda in Spain.
  11. Collaborate with the Cortes Generales in the follow-up, implementation and accountability of the 2030 Agenda.
  12. Promote, in coordination with the Ministry of Finance, the incorporation of the 2030 Agenda approach to budget preparation, execution and evaluation.
  13. Disseminate in the most effective way possible the advances and pending challenges in the field of compliance with the 2030 Agenda and sensitize citizens to know the 2030 Agenda.
  14. Collaborate with ministries, other public administrations and legal entities in the promotion of content aligned with the 2030 Agenda in educational curricula, all without prejudice to the competences attributed to other bodies.
  15. The promotion of existing governance bodies and mechanisms, as well as others that could be constituted for the development and implementation of the 2030 Agenda.
  16. Normative initiative in the field of Agenda 2030, without prejudice to the competences attributed to other bodies.

  1. Preparation and processing of the Department ' s and its agencies ' preliminary draft budget, the Department ' s and the agencies ' respective budget changes, as well as the budget report and technical assistance and the functions entrusted to the budget offices.
  2. The economic, financial and treasury management of the Department ' s budget appropriations; the allotment and payment functions; the processing of recruitment and other expenditure files not attributed to other organs of the Department, as well as the programming and prior accounting of budget appropriations.
  3. The management in the Department of the internal regime, security, heritage, works and technical maintenance services, the equipment of the Units, as well as the planning and monitoring of the execution of contracts related to these matters.
  4. The design, development and implementation of the computer applications of the Ministry and its agencies, ensuring their integration and homogeneity, including the Internet portals and the electronic headquarters; the provision and management of computer and communication equipment, both voice and data, in internal networks and the Internet; the management through continuous improvement and monitoring of the information security of the Ministry; the study, preparation and proposal of the supplies of computer material and equipment and of the services and technical assistance necessary for the exercise of the mandated functions.
  5. The promotion of the use of new information and communication technologies by the bodies of the Ministry and its agencies, as well as in their relations with citizens, to enable electronic processing and the establishment of an electronic one-stop shop in the social sphere, within the competence of this department.
  6. The promotion of the use of new information and communication technologies in cooperation with other public administrations and international and supranational agencies; the elaboration, development and implementation of the information and communication technology action plan of the Ministry and its agencies, as well as the management of the resources allocated to its implementation.
  7. The coordination and supervision of actions in the field of information and communication technologies carried out by the management bodies and agencies of the Department, including the processing of proposals in this field before the Ministerial Commission of Digital Administration.
  8. The management of the Department’s civil and employment personnel, the development of job relations, the preliminary draft public employment offer and employment plans, and the convening and resolution of the Department’s and its autonomous bodies’ civil service competitions; the training and promotion of personnel, the management of social action and relations with the Staff Board and with the Works Council, as well as safety and health at work, and also the economic and control regime of personnel expenses and the empowerment of personnel.
  9. The execution and evaluation of the inspection programs of the services of the Department and of the entities of the institutional public sector that it has attached.
  10. The proposal of simplification and rationalization of procedures, the carrying out of studies and proposals on the improvement of the organization.
  11. The examination and proposal actions regulated by Royal Decree 799/2005, of 1 July, which regulates the general inspections of services of ministerial departments.
  12. The coordination of the evaluations of the public policies of competence of the Department and, where appropriate, the execution of the same as determined by the owner of the Ministry, in accordance with the plan of public policy evaluations approved by the Council of Ministers, with the support of the Institute for the Evaluation of Public Policies of the Ministry of Territorial Policy and Public Function.
  13. The coordination and supervision of the data protection policy in compliance with the applicable regulations in this field within the scope of the competences of the Department.
  14. The exercise of the functions of the Equality Unit of the Ministry, as foreseen in article 77 of Organic Law 3/2007, of 22 March, for the effective equality of women and men and in accordance with Royal Decree 259/2019, of 12 April, which regulates the Equality Units of the General Administration of the State.
  15. The exercise of the functions of the Information and Transparency Unit of the Ministry, as foreseen in article 21 of Law 19/2013, of 9 December, on transparency, access to public information and good governance, and support in the coordination of the initiatives of this Department in the field of Open Government.
  16. The formulation of the Department's policies on the protection of animal rights, without prejudice to the competences attributed to other bodies.
  17. The promotion of all necessary measures to include the protection of animal rights in the current legal system.
  18. The development of the dissemination measures necessary for society to know and respect the rights of animals and their protection.
  19. Coordination both with the autonomous communities and local entities, as well as with social agents and civil society so that the rights of animals and their protection are recognized and respected.
  20. Assist the Minister in the preparation of sectoral conferences related to the Department ' s own competencies.
