Functions
The Ministry of Transport, Mobility and Urban Agenda is responsible for proposing and implementing the Government ' s policy in the areas of land, air and maritime transport infrastructures, within the competence of the State; for the control, management and administrative regulation of the corresponding transport services, in order to guarantee safe and sustainable mobility, based on criteria of social justice; for promoting sustainable mobility, in its social, economic and environmental dimension, including the promotion of active mobility; for access to housing, urban and land policies and architecture, within the competence of the General State Administration; for the normative management of postal services; for promoting and directing the aforementioned geophysical and geological services.
- The State Secretariat for Transport, Mobility and Urban Agenda is the body directly responsible, under the direction of the head of the Department, for the definition and proposal of the Ministry’s policies relating to the planning of transport infrastructures, and the definition, proposal and execution of the Ministry’s policies relating to the realization of transport infrastructures in order to guarantee safe and sustainable mobility, based on criteria of social justice, through its dependent bodies and the agencies and entities attached to the Department.
The formulation, review and monitoring of the strategic planning of the Department in the field of infrastructure and transport, in accordance with its contribution to safe and sustainable mobility, based on criteria of social justice and the sustainability of the transport system, its profitability and its social and territorial impact.
The formulation of the planning and programming of the Department in the field of infrastructure and transport, prior to its elevation to the Council of Ministers, as well as its review and monitoring, and the promotion of measures to promote safe and sustainable mobility, based on criteria of social justice, and intermodality.
Monitoring of the planning and evaluation of the railway network.
The programming of investments in infrastructure and mobility, prioritizing security, maintenance, improvement of daily mobility, technification and intermodality, without prejudice to the powers that correspond to the Undersecretariat of Transport, Mobility and Urban Agenda in relation to the programming and budgeting of economic resources.
The execution, directly or through the agencies and entities attached to the Department, of the transport infrastructures.
Coordination of the activities of the organs of the Secretariat of State and of the bodies attached to or dependent on it, as well as the supervision and monitoring of the multiannual action programmes.
The determination of minimum services of a mandatory nature to ensure the provision of essential services within the scope of their competences, in cases of labor conflict or business absenteeism.
Participation in planning and monitoring trans-European transport networks and cross-border connections.
The elaboration and revision of the strategic planning of transport infrastructures.
The promotion and monitoring of plans and strategies in the field of mobility policies.
Planning in terms of intermodality, logistics, healthy modes and means and other sectoral programmes.
The programming of investments in infrastructure and mobility in the field of strategic and sectoral planning, according to the criteria indicated in section d) above.
Coordination of actions to improve the integration of environmental aspects in the planning of transport infrastructures, including their resilience to climate change, and of mobility and the carrying out of strategic environmental studies.
The coordination and follow-up of the reports prior to the instruments of territorial and urban planning that affect infrastructures of general interest and mobility.
The preparation of the preliminary draft budget proposal and the management and processing of the appropriations and expenses allocated to the higher body, without prejudice to the competences of other higher bodies or directors of the Ministry of Transport, Mobility and Urban Agenda and in coordination with them.
The promotion, coordination and monitoring of all the processes and instruments necessary for the integration of transport infrastructures of general interest in urban areas.
The management of the European funding funds ERDF (European Regional Development Fund), and CEF (Connecting Europe Mechanism) corresponding to the Ministry of Transport, Mobility and Urban Agenda.
The coordination and monitoring of R&D&I initiatives in the Ministry of Transport, Mobility and Urban Agenda, without prejudice to the competences of other governing bodies.
