The Forum acts in plenary, Standing Committee and working groups, with the same number of representatives of public administrations and civil society. You can consult your detailed organization in the Order HFP/134/2018, of 15 February and the supplementary operating rules (see agreement)
The plenary session is the body in which all public administrations and civil society involved are represented. It is composed of 64 members, which are renewed at the beginning of the validity of each plan:

The Permanent Commission is the executive body of the Forum that drives its work. It consists of the following members of the Plenary:
Other members of the Plenary may also be invited to its meetings, as well as experts, advisers and observers.
The working groups, of equal composition among the representatives of the AA.PP. and civil society, are created by the Forum to follow up on the commitments of the Open Government plans, as well as to carry out studies and concrete work. They submit their proposals to the Standing Committee.
