How is the Open Government Forum organized?
The Forum acts in plenary, Standing Committee and working groups, with the same number of representatives of public administrations and civil society. You can consult your detailed organization in the Order HFP/134/2018, of 15 February and the supplementary operating rules (see agreement)
Plenary of the Forum
The plenary session is the body in which all public administrations and civil society involved are represented. It is composed of 64 members, which are renewed at the beginning of the validity of each plan:
Public administrations:
- 8 representatives of the General State Administration (AGE), to whom the presidency of the Forum must be added (see appointment decision and su modification).
- 19 representatives of the Autonomous Communities and Cities.
- 4 representatives of local entities, designated by the Spanish Federation of Municipalities and Provinces (FEMP).
Civil society:
- 4 representatives of the Royal Academy of Moral and Political Sciences.
- 8 Professors or professors and professors of university.
- 8 representatives of non-profit associations and foundations, subject to public announcement:
- 6 representatives of the Consumer and User Council (see appointment decision and su modification).
- 6 representatives of third sector entities (see appointment decision and su modification).
Experts, advisers and observers will also be able to participate, with voice but without vote.

- Adoption of the framework document for the elaboration of the Fourth Open Government Plan.
- Approval of the Fourth Open Government Plan, on October 29, 2020.
- Modification of its rules of organization and operation.

Standing Committee
The Permanent Commission is the executive body of the Forum that drives its work. It consists of the following members of the Plenary:
- First Vice-Presidency: Head of the Directorate-General for Public Governance.
- Second vice-presidency: person representing civil society.
- 6 members representing the Public Administrations.
- 6 vocal representatives of civil society.
Other members of the Plenary may also be invited to its meetings, as well as experts, advisers and observers.
Working groups of the Forum
The working groups, of equal composition among the representatives of the AA.PP. and civil society, are created by the Forum to follow up on the commitments of the Open Government plans, as well as to carry out studies and concrete work. They submit their proposals to the Standing Committee.
