Update: due to the adaptation of the temporary criteria of the Alliance for Open Government in the preparation of the Open Government Action Plans, the V Plan will cover the period 2025-2029.
As a stage prior to the formal process of co-creation of the V Plan, enter End of November 2023 and February 2024there were five meetings led by the Director-General of Public Governance in which representatives of the institutional sphere, civil society associations and academia took part.These meetings acted as an open space for the exchange of ideas and points of view in the light of the Fifth Open Government Plan.
Following the standards of participation and co-creation established by the OGP in the OGP Handbook for Countries, which describes the roles and responsibilities of the members and which provides guidance for developing action plans and in the Guide to gender-responsive action plans, que incluye herramientas para conducir procesos de cocreación e implementación inclusivos, el February 9, 2024, the Sectoral Commission and the Open Government Forum approved the Framework Document and Roadmap for the design and approval of the Fifth Open Government Plan 2024-2028.
El public consultation process for the design of the V Open Government Plan of Spain 2025-2029 was carried out 1 to 31 March 2024both inclusive.

During the week of 17th to 21st June 2024 The deliberative workshops of co-creation of the process of elaboration of the V Plan of Open Government 2025-2029 took place. The workshops, of equal composition with participation in an equal number of members of the Governing Forum representatives of Public Administrations and civil society, and coordinated by a member of civil society, have aimed to prioritize the 424 proposals presented by citizens and civil society in the public consultation period.
In each workshop, the proposals for each of 9 of the commitments contained in the Framework Document adopted by the Forum on 9 February this year. A workshop was also held on cross-cutting approaches to the entire Fifth Plan: gender, social inclusion, ecological transition and territorial diversity.

The draft of the Fifth Open Government Plan 2025-2029 was sent to the Forum for comments from May 6 to 26, 2025.
