Prior Citizen Consultation for the elaboration of the V Open Government Plan 2025-2029
Update: due to the adaptation of the temporary criteria of the Alliance for Open Government in the preparation of the Open Government Action Plans, the V Plan will cover the period 2025-2029.
From March 1 to March 31, 2024 (both inclusive)
On October 29, 2024, the implementation of the Fourth Plan will conclude with expected positive results, so it is essential design the participatory and co-creation process by common agreement between the administrations and civil society necessary for the preparation and adoption of the next Plan, as well as the road map for successfully tackling this important task.
The Fifth Open Government Plan will be elaborated during the first half of 2024, in a process of co-creation, with other levels of Administration and with Civil Society, within a joint body, the Open Government Forum and also submitted to a Consultation process open to all citizens. The objective is to gather the ideas and proposals of the citizens and civil society and thus obtain the final document of the V Plan of Open Government resulting from the consensus.
How can I participate in the elaboration of the V Open Government Plan of Spain?
Del1 to 31 March 2024 The partipation form through which the citizens could send their proposals for the design of the V Plan of Open Government of Spain 2025-2029 remained open.
Spain belongs to the Alliance for Open Government (Open Government Partnership, hereinafter OGP) since its foundation in 2011, and has assumed the commitment to implement national action plans for the development of the values of transparency and accountability, participation and collaboration, integrity and citizen awareness.
Since 2012, Spain has implemented three Open Government plans, all of them of biennial duration, and is close to completion on October 29, 2024. IV Open Government Plan 2020-2024.
Following the standards of participation and co-creation established by the OGP in the OGP Handbook for Countries, which describes the roles and responsibilities of the members and which provides guidance for developing action plans and in the Guide to gender-responsive action plans, which includes tools for conducting inclusive co-creation and implementation processes, the Framework Document and Roadmap for the design and approval of the Fifth Open Government Plan 2024-2028 has been approved by the Sectoral Commission and the Open Government Forum.
In accordance with these forecasts, the General Directorate of Public Governance convenes this Public Consultation.
