State of implementation
On December 10, 2021, the Council of the Xunta de Galicia approved the General Plan of Prevention of Management Risks and Anti-Fraud Measures of the Xunta de Galicia.
Likewise, a specific plan model was approved for the different Departments to elaborate and approve their specific plans for the prevention of management risks and anti-fraud measures, including both the departments of the general administration and the instrumental entities attached. Specific plans have been progressively approved in the different Consellerías of the Xunta de Galicia.
There are currently 66 management centers and entities with specific management risk prevention plans and approved anti-fraud measures. The approval process of specific plans is continued over time and the new plans are being incorporated as addenda and can be consulted in the Transparency and Open Government Portal of the Xunta de Galicia (https://transparencia.xunta.gal/integridade-institucional)
On May 19, 2023, the Council of the Xunta de Galicia approved a review and update of the General Plan for the Prevention of Management Risks and Anti-Fraud Measures of the Xunta de Galicia, in which, among other issues, the procedure to be followed in the event of conflict of interest situations was regulated in detail, the existing complaints channel was adapted to the provisions of the new Law 2/2023, a new matrix was incorporated to carry out the risk assessment, and all departments of the Autonomous Community were urged to update their specific plans for anti-fraud measures.
From this moment on, the different management centers and instrumental entities of the Xunta de Galicia began the task of approving their new anti-fraud plans. While there are still some departments pending updating, almost all of the specific management risk prevention plans and anti-fraud measures are already approved.
