III Open Government Plan

Objectives

The Third Open Government Plan had three basic objectives:

  • First: to enhance the mechanisms of participation and dialogue with civil society by ensuring that the actions of Open Government respond to the real needs of citizens
  • Second: to ensure inter-administrative cooperation between the different levels of Administration (state, regional and local) that promote joint initiatives of Open Government in accordance with the reality of the Spanish State.
  • Third: strengthening the foundations of Open Government and laying the foundations for action beyond the Third Plan.

III Open Government Plan

Context and preparation

The development process of the III Open Government Plan began in 2016, incorporating the recommendations received on the implementation of the II Plan, made by the Independent Review Mechanism (IRM) of the OGP, especially those aimed at maximizing intergovernmental collaboration and debate with civil society in its conception and development.

It comprises a series of activities that are encompassed in 3 phases:

  • Preparatory Phase I
  • Phase II of approval of the Plan and establishment of a Multisectoral Forum
  • Phase III of implementation and evaluation of the Third Plan

Phase I, activity 1: Preparation of the Work Plan.

Phase I, activity 2: Publication of the timetable of the work plan and the proposals received and invitation to representatives of civil society to participate in meetings.

Phase I, activity 3: Diagnosis of situation and evaluation of the proposals received.

In order to take into consideration and make a first assessment of the proposals received after the summer consultation of 2016, for their eventual incorporation into the III Plan, several meetings were held with government and civil society representatives. As a result of the previous activity, the following report was prepared:

Phase I, activity 5: Awareness-raising campaign on the opening of a new public information deadline and timetable for implementation.

From April 7 to 16, 2017, an awareness campaign was developed to encourage participation in the consultation of the Third Open Government Action Plan, through the Portal, Twitter and communications to the different stakeholders in the preparatory meetings for the Third Plan.

The new public information deadline was reported, which was open between 17 and 30 April 2017.

Phase I, activity 6: New public information deadline.

From the 17th to the 30th of April 2017, se developed a public information procedure, with the authorization of a form in this section of the Portal to collect initiatives for the elaboration of the draft of the III Plan, and with the indication of the criteria I know would be taken into account in the evaluation of proposals.

Phase II, activity 7: Drafting of the Third Plan and dissemination for comments.

During the period from April 17 to 30, 2017, a public information procedure was opened to collect initiatives for the elaboration of the draft of the III Plan.

The draft Plan was published on May 12, 2017.

From 12 to 26 May 2017, a public consultation period was opened to receive comments on the draft of the III Plan.

On May 24, 2017, meetings were held to discuss the draft Plan:
