The commitment consists in the maintenance and updating of bibliographic databases, digital content and tools to guarantee the operation of information services accessible to all the public without any discrimination and free of charge. |

3 | Ministry of Foreign Affairs | Office of Diplomatic Information | DIGITAL DIPLOMACY | Digital diplomacy is a very useful tool in the attention of citizens abroad: campaigns on explanation of vote; use of social networks in major emergencies such as the earthquake in Nepal; extensive monitoring of employment opportunities in the UN and EU, among the contents disseminated through social networks, which also have an important aspect of “listening”. In 2016, phase 2 of this development begins, this time focused on the improvement and reform of the web and according to criteria of open government since it is intended to enhance the most useful information for the citizen. This phase consists of: • Conducting an external audit of all embassy and consulate websites. Done in July 2016. The Audit provides external and expert opinion on the state of management of the websites of embassies and consulates, their degree of accessibility, and the relevance of the contents. • Insertion of a tab of comments on the navigability of this web structure, “Help us to Improve”. This is a clear initiative of citizen participation since it aims to collect comments and problems about what we hang on the websites. It is a permanent user satisfaction survey. No electronic ID will be required to complete the form. • Measurements of visits to the web. They begin in January 2016 and are carried out monthly measurements that provide data on global visits and the most requested information. • Comprehensive reform of the web structure in 2017-18. With the collection of all these data (number of visits, comments from Help us improve, and External Audit), in 2017 it is proposed to initiate a reform of the web that aims to give priority in the visual design and content tree to the most useful information for the citizen, and to the most demanded. This will be the main criterion for the design of the reform of the websites of our embassies and consulates. Another fundamental objective of the reform will be to make it “RWD” or adaptive to all types of terminals, especially mobile devices, to also facilitate access to information for Spaniards in transit or in emergency circumstances. |
4 | Ministry of Justice | General Secretariat of Justice | PROMOTING OPEN DATA AS AN INSTRUMENT FOR OPEN JUSTICE IN SPAIN | The commitment will be framed in a specific public policy line on Open Justice, which will be included in the National Justice Strategy that the Government of Spain will implement with the support and participation of the political, institutional and professional actors of the country and placing judicial transparency as one of its main axes. It will be structured in 2 lines of action: 1. Open data as an instrument of transparency in the Administration of Justice. The commitment includes taking the initial steps to evolve the current model of judicial statistics to another in which said statistics will be improved in terms of the quality of the data, its obtaining and management. The publication will be made in reusable and friendly formats for easy compression by the citizen. The role of the National Commission of Judicial Statistics will be enhanced and collaboration will be promoted through CTEAJE. 2. Improve the right of access to information of the Justice. The compromise includes streaming access to certain oral hearings and access through the electronic judicial headquarters to the complete judicial file for those involved in a proceeding. |

Justice) Directorate General of the Land Registry (M Hacienda and FP) | IMPROVEMENT OF THE QUALITY OF REAL ESTATE DATA THROUGH THE CATASTRO-REGISTRATION COORDINATION OF THE PROPERTY | In Spain, the Property Registry and Real Estate Registry are institutions of a different nature and competences, which, however, fall on the same area: the real estate reality. Despite this, historically, the coordination of information has not existed, resulting in citizens finding different realities about the same good depending on whether they consulted one institution or another. This circumstance reduces the quality of the information, access to it and has also made it difficult for citizens to participate in the definition of goods that in many cases are their property and it is they who can best specify characteristics of them. In response to the above, this commitment will consist of implementing a system that facilitates citizens’ collaboration in the graphic description of real estate and favors public access and quality of information of real estate through a fluid and secure exchange of data between Land Registry and Land Registry. The objectives of this commitment are as follows: • Improve the quality of real estate information through: - A secure and coordinated exchange of data between Land Registry and Land Registry, - The involvement of citizens allowing them to provide information on the description of properties as well as the rectification and updating of the same. • Reduce the costs of obtaining real estate information through the connection and interoperability of both institutions that will also result in the simplification of administrative processing. • Reduce barriers to access to information, establishing simpler procedures for updating property descriptions. • Increase legal security in real estate traffic thanks to the improvement in the quality of information (graphic representation of real estate), increasing legal security in real estate traffic. |

It allows the interested party to check, if necessary correct, the data with which it is evaluated; and the reception of a process report facilitates the possibility of resorting to it if potential errors are perceived. And it also defines a model of interoperability between all administrations that ensures that information for citizens is always up-to-date, anywhere and at any time, by allowing consultations in real time. |

The Local Transparency Portal is an improvement of public services by offering citizens (individuals, researchers, journalists…) a point of access to information of each local entity, where information is accessible and allows an improvement of data control. It also improves the transparency of the administrations in their administrative actions by allowing citizens to access, to all the data affected by transparency. Finally, it also implies a more effective management of public resources, being offered to all local entities at no cost, reusing the technological solution. |

Participatory Budgets are a tool for citizen participation and participatory democracy, the purpose of which is to make it easier for citizens to decide the fate of a part of public resources. Participatory Budgets give greater transparency and effectiveness to the management of public resources, opening a dialogue between citizens, political representatives and technical staff of the administration on what and how public money is going to be spent, looking among all the best solutions to existing needs. The principles that inspire this participatory process are: - Public co-management: It involves the interaction between citizens, civil society, political representatives and the technical staff of the Administration in the management of public resources. - Citizen participation: Mechanisms are established so that citizens can participate directly and online in the choice of the proposals they consider most appropriate. - Transparency: It gives a clear and complete account of the participatory process, of the follow-up in the execution of the actions selected by the citizens, and of its application in the Transparency Portal of the Region of Murcia, providing a tool of participation and, in turn, of control or accountability of the evaluation of this instrument. - Public information of the process: Information and documentation are provided on the different stages of the procedure, the deadlines, the proposals submitted for consultation, the results of the consultation and the accepted proposals, their processing in the budget law and the evaluation of their implementation. - Evaluation of the execution: The actions included in the general budgets are evaluated, to know the results and are published for monitoring and control by the citizens. |
