The right to participate is one of the pillars of democracy. It allows all people to collaborate and influence public affairs, contributing to the decision-making that affects us all.
The basis of this right is found in Article 23 of the Spanish Constitution, which guarantees the ability of individuals to participate in public life, either directly or through their representatives.
Citizen participation means that citizens can express their opinions, collaborate and take part in how public affairs are managed. For this to be possible, the Administration must open channels to listen to and collect these contributions.
The Administration is also obliged to promote and guarantee participation, which is part of the Open Government model. This model, supported by the Alliance for Open Government, recognizes the right of citizens to participate actively in public policies, especially in their initial stages.
Tools such as the Transparency Portal are key to facilitating this process, allowing citizens to remain informed and to exercise their right to participate effectively.
Citizen participation encompasses various forms of collaboration, among which the following stand out:
- Give your opinion on the elaboration of standards.
- Collaborate on public plans and programs.
- Participate in citizen consultations, such as:
- Prior consultation for the V Open Government Plan 2025-2029.
- The Integrity System of the General Administration of the State.
- The Reform of Law 19/2013 on Transparency, Access to Public Information and Good Government.
- The consultation on the Preliminary Draft of the Open Administration Law.
