El University System Organic Law Project (PLOSU), approved by the Council of Ministers on June 21, 2022, was published in the Official Gazette of the Cortes Generales (BOCG) on July 1, 2022. Rejected by the House the amendments to the whole refund, presented by the Popular Parliamentary Group in the Congress, the Parliamentary Group VOX and the Plural Group (Junts per Catalunya), in the session held on September 22, the PLOSU continues its processing in the Committee on Science, Innovation and Newness. On 21, 22 and 28 September, the Commission held expert hearings on the regulation. The deadline for submitting partial amendments was 13 October, and the Commission is expected to constitute the Legislative Paper that will study the Project and the amendments on 27 October. Once the report has been submitted, the Commission may hold meetings for the debate, vote and adoption of the Opinion. As this is a rule of an organic nature, the Commission lacks full legislative competence, and its opinion should be debated and voted on in plenary, as well as any amendments that are kept alive. The expectation is that this plenary session could be held before the end of the current session of the Congress (September-December) to, if approved, be referred to the Senate to continue its proceedings from the next session that begins in February.
