State of implementation
In 2019-2020, a first revision of the EVAM Model was carried out, transversally introducing elements of Integrity in the evaluation questionnaire of the model. A second revision of the draft would be pending to close and publish on the web the 2021 version of the EVAM Guide (with Integrity).
In June 2021, the adaptation of the quality models was restricted to EVAM, because EFQM has already collected them in its 2020 version. The new EVAM Guide with integrity values is only pending layout and publication.
On the other hand, the new simplified tool “Cyklos Quality Test”, also incorporates aspects of Integrity among its 66 questions. From this tool a pilot experience was carried out in 2 Delegations and 2 Subdelegations of the Government. Approved this simplified tool “Cyklos Quality Test” in two Delegations and two Subdelegations of the Government. The Cyklos Test Use Guide is prepared.
The new Guide to Evaluation. EVAM model (update 2021) with the values of integrity is already layout and published on the Ministry’s website.
In addition, in BOE 24/12/21 published the Resolution of December 11, 2021, of the State Secretariat of Public Service, approving guidelines for the application of the programs of the general framework for the improvement of quality in the General Administration of the State established in Royal Decree 951/2005, of July 29, recognizing as quality management models the aforementioned adapted EVAM and the new Cyklos Quality Test.
