State of implementation
Since the year 2020, work is being done on the new open data portal of the Canary Islands, which was launched in February 2021. Within this portal, the Section The “Legal Notice and Terms of Use”where uniform conditions are established as regards the conditions for the use and reuse of the documents and resources made available to citizens.
On the other hand, in many of the open data sets published in the open data portal of the Canary Islands the standards marked by the Technical Standard of Interoperability (NTI) are applied, but others need to be reviewed and adapted. To do this, we need a team of technical and responsible personnel linked to the project, with adequate training of each of the departments and organisms, as we already indicated in the Activity 10.28.2. Thus, the General Directorate of Transparency and Citizen Participation collected the contacts of this responsible staff and has been promoted, within the Training Plan for 2021 of the Canary Institute of Public Administration, a training activity called “Open data in the framework of Open Government”, whose objective is to carry out the training of these people in topics such as reuse in the institutional public sector, improvement of the quality of data and its openness in public management, etc.
The protocol for the opening of data was presented, this year, to the Higher Commission of Public Administration of the Public Administration of the Autonomous Community of the Canary Islands and to the Canary Islands Interadministrative Open Government Network. This protocol includes the conditions to be met in the opening of data and the rules that must be applied for the case of the open data portal of the Canary Islands. It is a living document, and as such, it will evolve. An example of this is that the current version has been incorporated:
A data standardization guide
A guide to manually uploading sets and resources in datos.canarias.es
A tab that helps collect the information necessary to create collections of sets in the open data portal of the Canary Islands
Several infographics that facilitate the understanding of the protocol and the steps to follow for the publication of data sets
It should be remembered that it already had:
The protocol for the opening of data and technical annex
A contact data collection template
A template that helps to perform the inventory and prioritization of sets
A template that helps collect the information needed to incorporate sets and resources into datos.canarias.es
In addition, it already has the necessary support team to undertake the tasks of adapting the available open data to the existing standards and norms of Interoperability.
