State of implementation

To carry out this activity it is necessary:

• To have the open data portal of the Canary Islands published, stable and functional.
• Have a team of technical and responsible staff linked to the project, with adequate training of each of the departments and agencies.

With regard to point one, indicate that the launch of the new open data portal of the Canary Islands It took place in February 2021.

With regard to point two, at the moment the General Directorate of Transparency and Citizen Participation:

• It has asked the departments and institutional public sector of the Canary Islands Government to appoint those responsible for open data. The purpose is to form a working group, during the first half of 2021, formed by one person from each department or entity that will have as its purpose, among others, the coordination of the improvements to be made in the quality of the data published in the open data portal of the Canary Islands that are within its competence.
• The training activity “Open data within the framework of open government” is currently being taught. This activity is collected in the Training Plan by 2021 of the Canary Institute of Public Administration and with it is intended to train, the people who participate, in issues such as reuse in the institutional public sector, improvement of the quality of the data and its openness in public management, etc. With this it is sought to have a team of Technical and responsible staff linked to the project, with appropriate training In these topics.
• On the other hand, you have the Designation of departmental open data managers, but it was decided to wait for the constitution of the Working Group for:
  • The transposition of the European directive on open data and reuse of public sector information, which was published, recently (Royal Decree-Law 24/2021).
  • The teaching of the training activity “Open data within the framework of open government” Currently, work is being done on the selection of the most appropriate instrument for the application of the article 10.bis on Responsible Information Unit, which will coordinate the reuse of public sector information (RISP), in the Government of the Canary Islands and its institutional public sector. .

Based on the analysis of quality and standardization of the data published in datos.canarias.es (except the federated data of ISTAC/SITCAN), the improvement work has continued in collaboration with the open data managers of the linked departments and agencies or dependientes.Por on the other side, the dissemination and training in open data is continued, with the training activity “Open data within the framework of open government” that has several editions in consecutive years and is taught through the Canarian Institute of Public Administration. It aims to train the people who participate in issues such as reuse in the institutional public sector, improvement of the quality of data and its openness in public management, etc. With this we seek to have a team of people, technicians and managers linked to the project, properly trained in these issues.
In order to better organize the activities related to data and its management, different Decrees are approved that establish the regulatory framework and define the strategic, managerial and operational levels, as well as the Data Office of the Autonomous Community of the Canary Islands, organizing the government of data:

• Decree 84/2023, of May 25, regulating the model of government and data management for administrative purposes of the Public Administration of the Autonomous Community of the Canary Islands and its public bodies (BOC of June 6, 2023).
• Decree 89/2023, of 25 May, on the government regime and data analysis of the Canary Islands Statistical System.
