1. Identification of the budgetary programs affected in the Participatory Budgets for 2019:

Resolution of July 30, 2018, of the General Secretariat of the Ministry of Transparency, Participation and Spokesperson and the General Directorate of Budgets and European Funds, by which the procedure for the preparation of the participatory budgets of 2019 is determined.

Included as a novelty in the Participatory Budgets of the year 2019 is a "Budgetary Exchange" equipped with 5 million euros so that citizens can distribute this amount among certain public policies.

2. Preselection of proposals for action with social agents and civil society:

Meeting between the CARM management centers affected with civil society entities to collect and select proposals for action that citizens can vote on in the public consultation. In this phase, 100 proposals for action have been selected for inclusion in the public consultation of the 183 presented by the more than 200 participating entities. 3. Online public consultation:

Public consultation so that citizens distribute the budget exchange among certain public policies and vote on the selected proposals for action, according to their preferences. Public consultation open from 01/10/2018 to 16/10/2018. 10,858 citizens from all over the Region of Murcia have participated. 4. Decision report and results of the public consultation:

Publication of "Decision report and results of the public consultation", which details the result of the distribution of the budget exchange made by the citizens and the most voted proposals for action, which will be incorporated into the CARM 2019 General Budget Project.

5. Incorporation into the CARM General Budgets of the adopted proposals for action (investment projects):

Approval of the General Budget Law of the CARM 2019, with indication of the Headings and projects incorporated through participatory budgeting.
