April-May 2018 (finalized): Review of participatory processes on ministerial departments ' web pages. Report of observations on the organization and disposition of the information. For this phase and from now on, a professor from the University of Murcia is incorporated as the main researcher of this diagnosis.

June-July 2018 (finalized): Self-assessment phase. Prior validation of the questionnaire and data collection (14 in-depth interviews and 14 questionnaires). Preliminary report of results.

September 2018- January 2019 (finalized): Contrast phase with interviews with citizens and organizations. Specific cases of participation procedures were selected to determine the participants of the contrast phase. There were 20 interviews, 15 to organizations and 5 to citizens, in addition to obtaining 23 questionnaires from organizations.

Parallel activities (completed): A follow-up meeting has been held (Sept.18) and progress has been made in the framework of the Third International Congress on Transparency (Cádiz, 26-28-Sept.18), the Ninth International Congress on Government, Administration and Public Policy (Madrid, 24-27 Sept.18) and the Participation and Collaboration Group of the Open Government Forum (Madrid, 18 Oct.18).

31/03/2018: A Seminar-Workshop on "Evaluation of participation in public plans and programmes" to be developed between February 22 and May 24, 2018, in which open government officials and service inspectors of the ministerial departments participate, to define the concept of participation, identify the levels and methods of participation and design a methodology to evaluate participation in public plans and programmes in the field of AGE. The seminar began on 22 February and met on 23 February, 5, 8 and 19 March.

30/06/2018: Fieldwork has been carried out on 4 public plans posted on the Transparency Portal (Hydrological Plan of the Guadiana Hydrographic Demarcation, Master Plan of the Network of National Parks, Culture Plan 2020 and Operational Programme of the European Maritime and Fisheries Fund), applying the methodology of evaluation of participation and the sample of plans to be analyzed has been expanded, incorporating 4 new plans (III Action Plan of Open Government, Spanish Strategy of Corporate Social Responsibility, Strategic Plan National Library, Strategic Plan of the General Field).

09/30/2018: Defined the scope of study of plans and programmes published in the Transparency Portal, among which 15 have been identified in which a participatory process has clearly been developed and 8 in which participation may have been developed. Fieldwork is being developed in a sample of 8 plans.

12/31/2018: Development of an advanced methodology on how to measure participation in the scope of public plans and programmes.
Presentation of contrast in 2 academic forums and possible questionnaire will be tested in a Seminar-training workshop on “The evaluation of participation in public program plans”.

31/03/2018: The Workshop Seminar designed a proposed methodology for the evaluation of participation in public plans and programmes, based on an evaluation questionnaire based on the OGP participation and co-creation standards.

09/30/2018: Fieldwork has been carried out on the following public plans: III Open Government Action Plan, National Library Strategic Plan and INAP General Strategic Plan, and the drafting of the corresponding evaluation reports is being finalized. The fieldwork on the Spanish Corporate Social Responsibility Strategy is in progress.

12/31/2018: Participatory Evaluation Reports have been drafted for all the plans analysed, thus terminating this activity.

12/31/2018: To test the evaluation methodology, it was agreed in the Sectoral Commission of Open Government and in the Permanent Commission of the Forum to develop a participatory process of consultation of the members of the Forum on the Evaluation report on public participation in the III Open Government Plan, whose results have been collected in addendum to it. The diagnostic summary report of participation in the development of Plans and Programs is being written by Professor F.A. and will be presented, prior to its publication by INAP, in March 2019.
