Due to the good evolution of the first Top 3 (currently 13 Autonomous Communities have all three databases open) and although this action was planned for the beginning of 2022, on April 14, 2021 the selection of a new Top 3 this new Top 3 (Energy Certificates) was made public, which was consolidated.
At the same time as the timetable was being drawn up, the tasks of disseminating and even opening the aforementioned databases began.
As with the first Top 3, a follow-up is carried out to improve the databases already opened and in this case the cadastre reference is incorporated in energy certificates and the NIF in the SAT Records.
The data sets established for the new top 3 are: Energy certificates, the Sat records (Agricultural processing companies) and thePolygons Industriales.
The situation of the top 3 Asedie as of June 10, 2023 is as follows:
First top 3 Asedie:
Associations: accessible in 17 of the 17 CC. AA
Cooperatives: accessible in 16 of the 17 CC. AA
Foundations: accessible in 17 of the 17 CC.AA
Second top 3 Asedie:
Energy efficiency certificates: accessible in 17 of the 17 CC. AA
Industrial Polygons: accessible in 15 of the 17 CC. AA
Sat Register (Agricultural Processing Companies)– accessible in 12 of the 17 CC. AA
We are working with the 17 Autonomous Communities to ensure that access to the Top 3 is always through open data. The elections are currently leading to the restructuring of some of the teams responsible for open data in different CCAAs.
It is waiting for the last CC.AA access to the cooperative database to complete the first top 3 Asedie. En relación con el segundo top 3 Asedie estamos trabajando con cinco CC.AA para conseguir el acceso a 7 bases de datos. At the present time, with the political changes in the Automanias the task is even more complicated, it is expected that in the coming weeks the collaborative work with the different leaders can be resumed.
The monitoring and dissemination schedule is established as follows::
December 2022 – February 2023: Follow-up work tables and collaboration for the monitoring of the top 3 Asedie with the open data managers of the 17 Autonomous Communities. Realized
March 2023: Presentation Report Asedie 2023. Inclusion of the status of the CC.AA with respect to the selected databases. Identification of the barriers still existing so that it can be accessed through open data to the Top3 Asedie. Realized
April 2023: First top 3 Asedie accessible in the 17 CC.AA, (Associations, Cooperatives and Foundations). Missing one CC.AA
October-November 2023: 2nd Top3 Asedie accessible in the 17 CCAA regional. In process
December 2023 et seq.: Top3 Besiege the 6 BBDDs in Open data from the 17 CCAAs.
On December 13, at our International Conference, we announced the following 4
BBDD where we have already started working with CCAA teams. These BBDD are:
the census of economic agents,
the ERE data,
BBDD of health centers
BBDD of teaching centers.
This 2024, taking advantage of the 25 years of ASEDIE, we joined the TOP 10. We want this to be an example of good practice not only here but also in Europe where they are closely following the evolution of the project. In the presentation of the ASEDIE REPORT on March 20 we will give the current situation.
The URJC, with whom we have been collaborating in this area, will soon publish the Manifesto for Reusable Open Data, which will be able to be joined by institutions and agencies that provide information that provide important benefits for society both in the creation of economic and social value and promoting innovation and, of course, accountability.
