The fourth and last of the scheduled seminars was held, as planned, on 12 December 2022 and was coordinated by the professors of Constitutional Law Rafael Rubio and Isaac Martín.
The Seminar, with the title of "Mediation, compliance and control of the resolutions of the transparency bodies", was inaugurated by:

- YOLANDA GÓMEZ SÁNCHEZ, director of the CEPC and professor of Constitutional Law at the National University of Distance Education
- ISAAC MARTÍN DELGADO, Professor of Administrative Law at the University of Castilla-La Mancha and coordinator of the seminar
- RAFAEL RUBIO NÚÑEZ, Professor of Constitutional Law at the Complutense University of Madrid and coordinator of the seminar
The seminar was articulated through three presentations and counterpoints, followed by a debate among all the attendees:
