Law 8/2028 of Transparency, Good Governance and Interest Groups of the Principality of Asturias, prevents the approval of the Strategic Plan of Transparency of the Principality of Asturias without there being a mandatory report of the Council of Transparency and Good Governance of the Principality of Asturias. This Council has not been constituted since it has to be constituted by the General Board of the Principality of Asturias by a reinforced majority and has not taken the step for its approval. Given that in 2023 there are autonomous elections, once the legal service has been consulted, it has been indicated that without the constitution of the Council, the Plan cannot be approved, since the provisions of the law would be violated. As a result, a change of this commitment is requested, since for reasons beyond the will of the Government of Asturias it cannot be implemented.

This commitment is going to be replaced by two others: the constitution of a Council for the 2030 Agenda of the Principality of Asturias; and the creation of a Open Government Forum of the Principality of Asturias.
