The development of the prototype was started. The possibility of drafting a document for the implementation of a comprehensive backoffice solution for the Transparency Portal was raised, which among other functionalities, would also contain the regulations under processing.
To this end, contacts were maintained with the BIT Foundation (its own media) to analyze the possibility of them assuming the development. And there has also been a meeting with the General Directorate of Modernization and Digital Administration, which would support the drafting of the document.
On the other hand, the merger of the General Directorate of Transparency and Good Governance with that of Participation and Volunteering, giving rise to the new General Directorate of Participation, Transparency and Volunteering. One of the lines that was proposed was that this tool for the publication of the regulations in process also covers all phases of public information.
All this caused the deadline for this commitment to be delayed by one year, until 30/06/2022.
Finally, it will be done through external contracting, together with the activity of the 10.43.4. Finished the Technical Specifications Sheet (PPT). The application for regulations in process, is integrated with other transparency indicators and a contract will be put out to tender for the publication of 5 indicators through a backoffice so that the different users enter information in relation to plans and programs, orders to their own media and management orders, applicable regulations and regulations in process. It includes a front that will also be seen in the Transparency Portal.
The contract was litigated, awarded and signed on April 28, 2023.
The application is already running in tests and training has been carried out for more than 130 users. The rise to production is expected in a few days, so it can be considered finished.
