State of implementation

It was decided to proceed firstly to the regulatory development of Law 12/2019, of March 12, of popular consultations and participatory processes to be able to carry out a better technical design of this platform and subsequently proceed to administrative contracting and implementation throughout the year 2024. On this regulatory initiative, the corresponding preliminary public consultation procedure was carried out, pending the formation of a new Government to begin its processing.

However, there is now the possibility of proceeding with a legal reform with the aim of facilitating participatory processes in the Balearic Islands, and simplifying its procedure, in such a way that it is not necessary to have an administrative register where citizenship must be registered in order to exercise its right to participation, since it is considered that this entails an additional administrative burden for citizenship.

Currently, work is being done on a draft law that will aim to regulate jointly the issues of transparency, participation and integrity, as well as the quality of services. Therefore, in view of the possible repeal of Law 12/2019, of March 12, on popular consultations and participatory processes, the creation and implementation of a technological platform for citizen participation It is suspended until the new model of participation in the Balearic Islands is defined as a result of the new regulation being worked on.
