After a more exhaustive evaluation and with the relevant legal advice, the decision was taken to promote the first participatory budgets of the Generalitat Valenciana from the Pilot Project approach. Already Resolution 189/X of Les Corts states: “The Corts urge the Council to implement and coordinate in a transversal way the first autonomous participatory budgets of the Generalitat from 2021. Develop them in the phases of information and diagnosis of the situation, proposals, debates and collective deliberation and return to citizenship.”

Therefore, it is understood that there is a resolutive basis that endorses the process as a Pilot Project, as a starting point and on the other hand, the need to obtain an analysis of the results that guarantees the elaboration in posteri of the Decree regulating the Participatory Budgets of the Generalitat Valenciana.

Thus, in November 2020 a joint commission was formed between the Ministry of Finance and the Ministry of Participation with the objective of promoting, ordering and organizing the Pilot project of the participatory budgeting process.

The past 09/04/2021 the Council Agreement was approved on the start of the preparation of pilot project of the participatory budgets of the Generalitat for the financial year 2022.

On May 3, 2021 the Minister of Participation, Transparency, Cooperation and Democratic Quality It issued a resolution establishing the requirements, deadlines, procedure and timetable of the pilot process of citizen participation for the preparation of the first participatory budgets of the Generalitat for the 2022 financial year.
